Action Bar Keeps reseting

On my newest toon, Kaylessa. Every time I log off and log back on or move from one map to another, my Space Action Bar resets whether it is locked or unlocked. Can you make this stop?
This is only happening on this one of eight toons. It started happening after I deleted Kaylessa's small craft. I have only ever created one Loadout and it was on Kaylessa for her small craft. After creating it every time I switched toons, logged of or logged back on the Auxiliary and Weapons Battery would disappear from my action bar on all of my toons Space action bar with a little note saying "items were removed because they belong to a different Loadout" or some such verbiage.
I couldn't delete the loadout and since the small craft was a C-Store item I knew I could reclaim it so I deleted the ship. Well my auxiliary batteries still disappear on 8 toons and as I said on Kaylessa, since the deletion of the craft, every time I move from one sector to another, every time I beam to DS9 or visit our Mine or Spire or Embassy or Star base or move from one sector to another my space action bar get whipped out.

Action bar one and two are populated with my abilities and some of the ships cruiser abilities. So I re-equiped the ship and repopulated the bridge crew slots, then re-populated my action bar and flew around for a bit.
Then I docked at my Star Base and beamed back to my ship and again, bar one and two are populated with my abilities and some of the ships cruiser abilities. Everything else is gone.
This is getting quite annoying because every time I re-build my space action bar then join an STF the action bar gets whipped again so I either have to leave or just sit at the spawn point and re-build my action bar again and if I do it to slowly I get the AFK penalty or if I bail out in certain STF's I get the other penalty.
The devices are not missing they are in my device slots right up until I log on and then "POOF!" now they are in my inventory. But when I look at my ship status it shows the grayed out icons in my tray but then I have to drag the batteries into my tray and then I have to drag the missing items into my action bar again.
GAAAAAAAAAAAAAAAAAHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH!
