Is there a chance that the two Nebula Tachyon consoles will be combined with a secondary deflector to make a three piece set? The quick set power could be giving it the same bonus that the Galaxy set gets for having the two piece set.
Here would be my suggestion:
2 pieces:
+2 flight turn rate
+26.2 starship shield system
Yes. They should do something to the older ship versions. Intrepid, Nebula, Excelsior. They could revamp them, give them new console abilities or upgrade the consoles with additional powers (intrepid: ablative generator => massive additional torpedo damage while generator is active) or something like that. I like the older ships a lot, and they sadly get obsolete lately

I was thinking some more, and the 2 piece bonus from the set I proposed could be equipped to every science ship, the Gorn Support Vessels, the temporal ships, the science destroyers, and the Guardian Warbirds.
For the Nebula, the +2 turn would put its turn rate on par with the other science ships. For most of the science ships, their turn rates while this set is equipped would then be on par with some of the slowest turning escorts. The Nova, would match the Defiant, however as that ship already turns like an escort. I am not against this, but I felt it needed to be pointed out.
As for the Intrepid, I suspect that the Ablative Armor console and the Nadion Detonator console from the Bellephoron will be made into a two piece set when they do an Intrepid "re-launch" much like they did for the Galaxy.
For the Excelsior, I would like to see a the Transwarp Drive Coil console resotred, but able to acquire from the T5 refit. The original gave +7.6 Weapons, Shields, Engines, Auxiliary in addition to transwarp to Sirius, Regulus, and Pi Canis Sector blocks. Much like the original, it should be equip able to any cruiser. And yes, there should be a set bonus for having both consoles equipped. That set bonus should also have a special bonus for the Excelsior class much like the Dominion Set has a special bonus for the Galor, and Jehm'Hadar ships.
1. Take your Saucer Seperation console from your Galaxy-class to Memory Alpha
2. Craft yourself one of the following:
a) a mission pod that separates and contains a Tachyon beam I + Tractor beam II
b) a mission pod that separates and contains 1 Phaser bank + 1 Phtn Torp launcher
c) a mission pod with in built + 15 power to any subsystem (can be changed during combat)
d) a mission pod that acts as a single Hangerbay
3. Swap any of these mission pods out in any Social zone.
4. Have them provide a -25% cooldown on use of the Tachyon Detection Grid when equiped
The Akira line needs the Death Blossom special ability as a clicky when you equip the Phaser Point Defense Console and the Photon Torpedo Point Defense Console.
