I have a Fed toon, got to Dip4, and got a KDF boff...but I can't get the uniforms to work. I'm a Fed Captain, on a Fed Ship, with Fed Replicators, and I can't give them a Fed Uniform.
Okay, that's cool.
I wanted to give them some KDF stuff, like the Bortesqu' (sp) outfit, but I can't get it, because, surprise, that toon is Fed, and can't get into a KDF fleet embassy to "waste my dil/creds" on the unlock.
(Which I totally would, I come from CO, with over 60 capped toons, some dating back to closed beta, all because I like doing a power/costume combination and playing with it. I probably spend more time in the tailor somedays than I do playing.)
They also have -no- kit pieces (not even the limited ones that toon's regular boff's can get).
I can, I suppose, just get an Alien toon, and fake the looks, but half the reason of getting Diplomacy (or Marauder) T4 is to get a -real- bridge officer with the odd racial mods the "enemy" has, while the other half is the appearance, which (to me) includes the "otherwise unavailable costumes".

This isn't necessarily an officer exchange program, if they're gonna be permanently assigned to a Starfleet Vessel they should be in uniform. Whether or not that is is pretty much up to each individual player. My Orion isn't supposed to be affiliated with the Klingon Empire at all.
It's a Pain. They don't even have access to the outfits that aren't necessarily uniforms like Seven's bodysuit.

Same problem with the Borg Romulan BOFF.. can't give her a faction uniform... which really is somewhat annoying. Actually it makes me fidgety a lot, given I theme my crew in a certain way and this one can't get a Starfleet uniform... and the choice the BOFF has is highly limited anyways...

As for Liberated Borg bridge officers, I can, to a limited degree, understand a non-LTS account not being able to costume/edit/tailor them, because, hello, doing borg stuff (aside from 7/9's bits) is an Exclusive Lifetime Subscription perk apparently, but if you are LTS, you should be able to edit/tailor your borg crew.
As a LTS from CO, I can understand the "you want this, pay for it" reasoning...and I'm perfectly willing to buy the KDF outfits, Zen Store and Fleet, but I can't -get- to the fleet stuff.
And the kit pieces (which my ground crew has a few of) don't show at all.

I don't agree on the liberated Borg Bridge officers. If they're your officers they should be customizable. I can understand the difference the science Borg from Khitomer Accord is in the mold of Hugh and they want him to stay Borg, that's fine, but all others should be fair game.
I still can't get over the fact that the Romulan we get can't where the faction Romulan Republic uniforms, it's ridiculous.

Would be nice if Crytic would do something like that for ALL fractions. Might get the marauder boff fixed which still is completly unmoddable. No outfitchanges, no face/bodychanges; nothing.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

I wish I could similarly dress up the Marauding boffs, I used to be able to use the armor visual on them, but of course that no longer works.
