Unable to share foundry

As the title says, when I'm in a team it doesn't let me share a foundry and I've tried with a few different ones.

    Some missions have a level restriction. Could this be the reason?

    Not unless they changed it recently and I can't seem to find any post saying if they have, so I'm not sure?
