Yes, function over form. But the Omega class was apparently the last to follow that trend. The Warlock and Hyperion classes were a bit more refined, though still not pretty. But by the Victory class, Earth learned several things from the Minbari and Vorlons, and aesthetics were reestablished.

Actually the Hyperion predates the Nova (and thus the Omeag) by several years.;)
The Omega is basically a modified Nova with the advanced weaponry they got from the Narns but also with simulated gravity.
The Warlocks are the first ships with actual artificial gravity like the Centauri use on their ships. But it's clearly not as advanced as Minbari tech since they use gravity for propulsion.
That's one of the bits we've seen them use on the Victory class however.
