So it's been six months since I played this game and a lot has changed. I like doing dps, I play Fed, and I like beams. Previously this game has been "pick two" of those, so I've ended up playing a dhc escort, but I'm wondering if it has changed enough to make it possible for me to change over to something like a dbb build or a tassci or something without going full noob.
TEH RULES.
- Try not to go crazy on specialty doffs, consoles, and lockbox or lobi ships. I don't really like this game that much and I don't want to spend a bunch of money on it.
- The build must be puggable and not depend on other players for fundamentals, and it must be PVE-viable.
- Being able to turn is nice.
(Or just tell me it's not viable and I'll keep my DHCs)

The goal of the build was for pugging and a anti rom build. But it does use 3 pricey doffs, maintenance engineers that increases healing skill when using EPtA.
I did drop the two Obelisk set pcs and use tractor mines and a warp core with AMP because my Eng can keep all power levels above 75.
The build is high on ACC, and high stealth detection to counter rom builds. It also has good drain on it which is one of the few weak points of rom ships.
As an eng I almost never get highest damage but it is a very hard ship to kill. And with it also having a cloak you get to pick when to fight. I remember one match my pug team was against a premade, I had matches against them before and there was no hope. But after one of times my team got whipped out I cloaked and got really close to their Scimitar while it was also cloaked, killed it before they could react so that made me feel good about myself lol.
Some day when I get my tac toon all done it will be a beam vet ship with as high as ACC as I can get.
Curious: Why no Borg Assimilated Module? Using the KCB without it means you're missing out on one of the easiest 2-piece bonuses to obtain.
Also, you seem to be emphasizing drain, but using AP weapons? And no Leech console? Those FC consoles are wasting space, IMHO. I'd at least go with Polaron or Tet and do some subsystem draining or shield stripping while boosting my own levels with the Leech.
Note: If you want to really get that Avenger rocking, go hybrid A2B/A2D. You'll get enough speed and turn boost that you'll be able to drop an RCS, plus you can add the AMS doff to get the energy weapon resist boost (40% for 23 seconds). And when you do fire those DBBs, the overcap from A2B will help maximize your BO strikes, etc.
Just my $0.02...I've spent a lot of time in my FAHCR beam-boat doing PvP, and the above is what works best for me.

I could drop my last flow console for the assimilated module or I might put the anti 360 beam back on. the drain part of the build is just a small part to boost the tetryon glider.

I don't use A2B cause I don't like it that much. I know it works for a lot of people. but I think my current build could go against most A2B build and come out on top. but that's just talk lol. the toon that uses this ship is labarge@allenlabarge if you want to test it out toe to toe some time.

Even for PvE buying three blue technicians didn't make anyone go broke, they're quite cheap. It's much better an AtB layout. Ok, you don't want to spend much, but you've gotta spend something for a decent build. Otherwise just ditch Avenger and fly Miranda before that build makes you upset, even worse imho.

Sure, it might take 2-3 weeks to get them depending on your luck - but they're free (outside of the costs involved in doing the chain - which is cheap compared to the silly prices some charge for various AtB DOFFs).
Also, it was mentioned about running Sphere of Influence for the 2pc Obelisk set for the +10% bonus AP and then rerunning it additionally for the Rare AP Beam Array Mk XI [Acc]x2 weapons. Another potential option...so to speak...would be after grabbing the 2pc Obelisk set hitting up Fluid Dynamics instead. It rewards Very Rare AP Beam Array Mk XI [Acc][CrtH][Dmg] weapons (also offers the choice of the same mods for a DBB or DCs).
Course, that raises the question of the [Acc]x2 vs. [Acc][CrtH][Dmg].
Say you had Accurate and 9 Targeting to go with it, you're looking at 45% vs. 35%. Vs. say Willard flying around uncloaked, for that +10% accuracy you'd have a +4.5% chance to hit. Vs. Willard cloaked, you'd have a +2.5% chance to hit. You can't really chase Def with Acc...
edit: And yeah, Fluid Dynamics is a Hell of a lot faster to run than Sphere of Influence...
