It's funny because aside from the temporal weapon ship, the Krenim were probably the least advanced on that list. I voted for the Devore myself.
Keep in mind we saw multiple different versions of the emperium, ranging from benign to hostile from technologically backwards to scientifically advanced.

I can also see the future in regards to Season 10.

Well as the first expansion was LoR, and this was pretty BIG.. i guess the second expansion will also be quite large. maybe this being the case why the season 8 and 9 are rather small updates. and 10 maybe a big one again.

Even the Kazon's weapons could hurt Voyager in a single skirmish and they were little more than cavemen. The Krenim's only notable achievement in high technology was the temporal weapon ship.

After being pursued and almost be destroyed, the crew of Voyager developed a half-counter measure to their chroniton torpedoes, and still the ship was nearly destroyed again due to continuous attacks a long the whole "year of hell". And Voyager tried to hide almost every time. It was not only until all the crew of voyager abandoned the ship and janeway used a temporal distorsion to suicide herself and other ships to kill the krenim time ship, leaving the other Janeway and the crew save in the other temporal line.
Every specie on that show hurt Voyager. Voyager was generally weak against almost all the ships of the Delta quadrant. And in the end, the Borg. Yeah, they were resourceful, i cant deny that :D
