typical DHC's of dealers choice(push AP or disruptor for maximum pain however the variance is small) from a fleet store or rep system(rom plasma dhc's are popular) mixed with spire tac consoles for extra crit chance and/or severity

plenty of choices in set bonuses for things, obelisk for AP, romulan console plus something(beam or torp) for plasma bonus and an elite warp core with synergy amp for up to a 15% boost

As far as I know Cookie Cutter builds are still Romulan Plasma, the usual recommendation is all-DHCs at the front, and all-but-one turrets at the back, with the last Aft slot used by a Kinetic Cutting Beam.

If you want a Torpedo, it's Gravimetric Photon (untargetable, fast, causes rifts) or Hyper Plasma (targetable, slow) or the Omega Launcher (Better Burst damage, but lower DPS over time due to needing to reload). And if you ARE using a torpedo, be sure to equip an Omega Adapted Deflector and Engine for the 2-piece bonus to Torpedo Damage. Note that both the Gravimetric and Hyper Plasma Torpedo have consoles which grant very nice 2-piece set bonuses.

If not using Torpedos, the Borg Deflector and Engine are still good options.
Warp Core should be Elite Fleet [AMP]
Shield should be Elite Resilient [AdaptB] unless you're not using a Plasmonic Leech console, in which case the MACO Mk XII is still a good choice (the power buff doesn't stack with leech)

Consoles will be Plasma-typed for Tactical (likely Vulnerability Locators from your Fleet store) and a bunch of Universal Consoles (notable mentions to the Plasmonic Leech and Assimilated Console) with any spare console slots used to slot more Fleet Embassy "Plasma Infused" Science Consoles. If you need a little survivability, there's always Enhanced Neutronium Armor [Turn] or RCS [Res].

Get the Retrofit Defiant then the fleet version and antiproton is fine but phasers fire faster. It is what I commonly use on my fed ships not plasma or disruptor.

    Phaser fire faster....damn it age...

@OP, if your a min/maxer, go ap dhcs with acc mods. Crith spire consoles. With universal consoles

Disruptors are runners up with consoles again.

Rom plasma with embassy plasma consoles are next
    Other plasmas follow

The rest will yield similar dps

Acc is the best mod, critd is next with crith spire consoles
    Chive on and prosper, eh?

OP, guess I'm a bit late for the thread, but before you do drastic, expensive purchases and changes, I'd keep playing what you had. If only for the sake of getting better by dusting the cobwebs off any rusty gameplay from being gone for so long. While doing so, you'll eventually learn of the changes, what works, what doesn't. The changes will come your way eventually, and with more time, you'll then make proper purchases for the updating your ship to its fullest potential. Without wasting resources on purchases you eventually found out weren't needed, weren't to your style.

I think that comment referred to practising until you're sure you know what you want from your ship.

The main thing if you're going Antiproton is to get the Warp Core and Omnidirectional Beam Array from the Ancient Obelisk set - you get these by rerunning a PVE mission, no purchases required.

The rest is down to min-maxing: For any build you're going to want the Assmilated Console and Kinetic Cutting Beam (again, no purchases required - these are PVE reputation system rewards). The two pieces from the Adapted MACO (Deflector and Engine) and Experimental Photon set (Torpedo Launcher and Console) I used in that build are also part of the reputation system rewards and go well with any ship layout.

In fact the only thing you may want to actually buy from the Exchange itself would be a Plasmonic Leech Universal Console. And really, it's such a powerful boost that it should usually be your first buy for any captain.

The only purchases you'll really need to worry about depend on your weapon energy type: for an endgame setup you're likely to want Fleet store weapons and Tac Consoles... and these are specific to the type of weapon energy you use. But if you have decided that you definitely want to use Antiprotons, then buying these won't be wasted either. (And you can always buy an extra DHC and dump the torpedo launcher later on if you end up preferring that playstyle... changing BOFF abilities is very easy and cheap compared to saving up for the Fleet Weapons/Consoles!!) :)

This is news to me, since when do phasers fire faster? I know dual cannons fire faster as do turrets than DHC's but they trade crit severity and power drain for that...

Fairly sure that post was a tongue-in-cheek response to Age's earlier comment :P

Phasers do NOT fire any faster than other energy types.

The only things that affects the rate of fire are the weapon type (Cannon, Turret, Quad Cannon, Dual Cannon, DHC... etc), plus whether you're using any speed buffs such as "Rapid Fire" or not.

Note that there are a few special types as well such as "Heavy Cannons" ('Heavy Crescent Wave Cannon' and 'Long-Range Destabilized Tetryon Heavy Cannon') and the new Undine "Heavy Bio-Molecular Phaser Turret".

so post S9 it's better to have the Adapted MACO engine and deflector than the Borg engine and deflector?

That's pretty much always been the case from a DPS standpoint, the Borg 2-piece set bonus was just ridiculously good for survivability compared to any other 2-piece.

But yeah, I'm leaning towards an AMACO 2-set; plus a Protonic Arsenal 2-set (and/or a Counter-Command Tac Console and 2-set bonus) on all my builds that use a Torpedo Launcher now.

For other builds, An Undine Deflector/Engine is looking pretty sweet. +5% Accuracy and +10% Defence... plus +Energy Weapon Training? Yes Please! :)

well looks like I'm gonna have to switch over to the adapted MACO set

The Borg Set bonuses are still good and effective. People crying that the world was going to end because Cryptic was normalizing the hull repairs were way off the mark. I won't fault anyone for doing Borg 2 piece + Favorite Shield. I don't, because I just simply feel that it is one of the most boring, albeit safe, but clearly unimaginative combinations you can come up with in STO.
