I go to launch Arc a little after 5pm pacific and Arc was down. The STO forums were down also. Edit: I was still able to log into the standalone STO launcher and the game worked just fine, so it was only Arc that pooped.
I was logged into the forums when Arc went down and when the forums came back I was logged out. Any attempt to try to log back into the forums gave me a blank white web page.
When Arc eventually becomes mandatory, this means that if Arc goes down, ALL PWE games won't be accessible. Some unified launcher, eh?
So Arc being made mandatory for STO is probably not too far off, as well as for the rest of PWE's games if they haven't started already.
I do like Arc for what it does, but I can only imagine the outrage across all PWE game forums when Arc decides to take a TRIBBLE.
It's bad enough that from the looks of things Cryptic has all of their games located on the same servers. Even before this Arc thing came up, if STO went down it was reported that Champions Online as well as Neverwinter were down also.

Oh and someone had pointed out here that for the PWE game Jade Dynasty, Arc is going to be mandatory very soon, as in their next update http://sto-forum.perfectworld.com/showpost.php?p=16434991&postcount=1791
