As I'm sure most of you are aware, the Vulcan D'Kyr Science Ship is one of the only remaining non-lockbox Ships to have a Fleet Version Upgrade, although the visuals were recently fixed (Kudos to Cryptic on that one).
I absolutely love the design of the ship itself and, although i know there are better Sci ships out there, will be continuing to fly her. My query comes in the form of how best to utilise this particular vessel and was wondering what the STO community might come up with as to how make the most of it.

The only science I actively play I leveled for that ship (I got her to 50 the very day before the ship was actually released ) but while I feel prety good with my diffrent tacs and engs I never got that one to work. I always q with a Kumari when I do group content with that char since I don't feel remotely usefull with that ship...

I've always wanted to fly one, but I can't justify the 2000 ZEN cost. I recently finished grinding nonstop for 8 days for my Regent. I cannae take that kind of risk Cap'n!
But in all seriousness, from what I can see, the D'Kyr's advantage is the LtCmdr eng station. With that, I suppose you can run a build consisting of this:
Plasma weapons
EWP1
Theta rad console
2x Tractor Beam
Beam Target Engines
GW3 or Tyken 3
3pc Borg set (for the Holding Beam)
This way, in PvP, the D'Kyr acts like a Fleet Research Science Vessel in that it can zip around, tractor one target and wrap it up in warp plasma. A quick subnuc to clear hazards, and you have yourself one immobilized and burning ship.

The idea for both PvE and PvP is Kinetic damage with TBR, GW, Grav Torpedo rifts, and warp plasma. For pvp I added the chronoton torpedo to slow people down so they get stuck in the GW or can't pull away from the TBR and Warp Plasma.
Its basically a Fleet Nebula, but with less flexibility, fewer hit-points, better turn-rate, and a unique pet
Use the Engi LtCmdr station for EPtW3 to buff weapon damage, but you are starting with 6 weapons and 2 tac consoles, so while you can make it do good damage for a sci ship you will never be competetive with escorts or tactical cruisers. If you want to do weapon damage, fly one of those instead.
Or you can use the LtCmdr station for EPtA3 and buff your spells, but the price of the Engi LtCmdr station is one less LtCmdr Sci station--you get an extra Ensign Sci instead--so you give up a high-level power in order to potentially buff the fewer high-level powers.
The extra ensign station basically makes it best used as a healer (extra HE1 or ST1), and you can run EPtS3 to help buff your own shield repairs, but it doesn't have the hull hit-points to be a healer tank and survive bypass attacks.
And so forth
It really needs the ensign station converted to universal, like all of the other old-style c-store and fleet ships. It would still be less flexible than the Fleet Nebula, but it would at least open the door for a couple of additional possiblities. As it stands now, 2000 zen worth of fleet modules will get you the more flexible ship.

yeah, a Fleet D'Kyr will need to change a lot. Right now, the Vesta, Nebula, and Olympic can all have the same boff layout as the D'Kyr, and the Nebula and Olympic have the same console layout too. The pet in a STF is useless because the borg will aggro it across the whole map. Outside of a STF it can be useful but since the "Fix" it can't be used on anyone else.
I think a universal ensign is the right way to go and maybe an extra science console. Giving it an engineering console will make it too much like the fleet nebula and fleet olympic.
It's just so outclassed by this point I don't thinking any moderate amount of tinkering, like a universal boff, is going to make it worthwhile. And I'm not even talking about the Vesta. There are so many diverse groups of ships that's plain better. These days, a fricking Karfi can field the same gw I and gw III as dkyr. In addition, it's got 4/3 weapon layout, 4 tac consoles, and frig pets that shoot heavy tricobalt IIIs into the gws. With lots of ships having the same crowd control, plus better everything else, what place is there for good old dkyr?

Step 5: Celebrate First Contact Day as the living embodiment of the United Federation of Planets, as a Tellarite in a Vulcan ship with Andorian weapons, covering Engineering (your career path), Science (the vessel) and Tactical (the Andorian weapons are opened by acquiring a tactical ship).

Thanks for posting some details about your build Kimmym, got some useful tips from that Info. So 14k DPS, if I can get near that with my Sci I will be extremely happy :-)

Hopefully people are making educated choices from the beginning to not expect all ships to be DPS-scorts.
There are more interesting and fun things we can do to be effective in STO. You can pretty much take almost any ship and make it effective; this becomes fun when it's a ship that you like. You don't even have to use Reputation gear to be effective.

I felt so evil making that.
I took her out of dry dock a while back, and I hit 14k DPS with her in her single, unoptimized outing.
I don't complain about her any more.
