the good news about this is that we're changing Species Traits to work the same way Reputation Traits work. That means you'll be able to change your Trait build for free without worrying about hoarding Trait Respecs. It also means you can try out new builds and explore the possibilities of gameplay at no cost other than thinking about your build. I'm hoping this makes Trait deckbuilding a lot more fun for a lot more people. This also means that if you want to spend a couple hours playing Ground content, you're able to spec out for that, then change your spec when you go back to Space later that day.

I would still prefer if Ground and Space Traits had separated slots. But of course, then people would start crying if the number of slots was lower than now and stuff like that, so ... meh. Better get it right the first time, I suppose.

Why so? As I see it, you can just leave your traits as they are. It's another option without taking away anything (unlike the Reputation trait revamp...).
I think it's a good thing. I won't use it, because I am too lazy to respec my traits everytime I switch between sapce and ground, but it's a nice to have nonetheless.
Before:
You had to choose between space traits and ground traits, and the choice was permanent unless you bought a token. Of course you picked space traits because ground combat is janky, so as a result you could never be at maximum potential on the ground.
Now:
Change it whenever you like...or not. The Ground Battlezone is now the best way to farm dilithium, so being able to do ground content better and faster is more appealing than before (not to mention the current most annoying/difficult content in the game, Ground Elite STFs with Optionals).
So you spend a few minutes picking up the best ground specs, outfitting your ground kits, and then go out to kick butt.
Of course, unless you spec your captain skills for maximum ground effectiveness you still won't be at maximum potential, but being able to respec for ground or space at will will go a long way towards making ground combat a tiny bit more tolerable.

My comment was about the devs swapping traits and "I'm hoping this makes Trait deckbuilding a lot more fun for a lot more people." Mind you, I like that you soon will have the option to experiment with traits but once I find something that works for me I don't see how micro-managing traits every time I switch between ground and space maps can be construed as being "fun". Sure there are people who do that kind'a stuff, like swapping engines in sector space to get the borg or MACO speed bonus and then switching again in combat because they like a different engine, but I'm not one of 'em. And I pose the question to those that behave thusly - are you actually enoying the act of swapping all that stuff? or are you just enjoying the end product?

i will be using it, i prefer space combat so all traits are for that, but occasionally i do some ground stf's with fleet mates so this will help me greatly.

No need. They'll just add fleet holdings to add more slots to the revamped trait/rep system. That's far more of a dilithium/zen sink when compared to a few purchases of tokens.
The funny thing is this is actually a buff. They haven't announced any nerfs yet to the existing traits, and now you can select traits any time to tailor to whatever task needs doing. If you wanna do ground combat for a bit, you can buff yourself for ground combat, then re-buff yourself when you get back into space.
Inconceivable though it may be, Cryptic does care about its game. They just have to balance it with keeping the lights on. If a change they make that improves the quality of life for its players just so happens to be in line with the business plan, so much the better.

Archon already said that loadouts for Rep traits was a design goal. Not hard to imagine that they'll extend it to all traits.

A source that probably wasn't making as much as intended. Doubly so since they reworked traits, compressed more and even the lockbox traits gave free respecs. But don't worry, I'm sure our future kit lockbox powers will make up more then plenty.
