Romulans Flying Fed Ships?

I'm an old player of STO coming back to try out the new Romulan content. I could've sworn that I heard that Romulans have access to Fed ships. When I go to pick out a new ship for my promotion, they're in the shipyard, but when I select them it says I have to spend dilithium! Is this a bug? I could've sworn is was one of the big points touted for the cross-faction play, getting access to the ships for that particular faction. Any help here?

    I dont think your new ship token will work on non-Romulan ships.

    You have access to the shipyard either free (with dil) or the zen store for tier 4 & below. You just dont have the ability to spend your ship token.

    Ship access is primarily so you can claim ships and consoles from c-store purchases.

    One of my Romulans (I think the Fed aligned) has the Enterprise from The Enterprise Era Bundle, it's more a vanity ship at the point I got it, plus it's hillarious as a Romulan walking around the interior if you add the TOS interior to it.
