[Bug] Hull-Repairing Nanites (Reputation trait)

The reputation trait Hull-Repairing Nanites, unlocked via Tier II Omega Force, is carrying the out of combat regeneration bonus into combat. As a result, the trait is granting +40% in combat regeneration instead of +20%. Additionally, there appears to be a bug that will add an additional +20% out of combat regeneration after prolonged use of the trait.
In this example, in combat regeneration with the trait should be 52% rather than 72%.
- Note: Ship is using 5x Human Bridge Officer with Leadership through the test
- Ship Regeneration without trait (no combat): 137.9%
- Ship Regeneration without trait (combat): 32%
- Ship Regeneration with trait (no combat): 177.9%
- Ship Regeneration with trait (combat): 72%
In this example, in combat regeneration with the trait should be 52% rather than 72%.
