10%. +10% hull, +10% shields. And I'm pretty sure it does.

With the Romulans out and the fleet versions of some of their "escorty" warbirds having both 5 tac consoles and extra shields (the Arkif even has a Hangar on top!) it now deserves the bonus IMO.

With all do respect to Cryptic, they do a TRIBBLE poor job of keeping up with balancing when they make changes that imbalance old (outdated) decisions.
Such as the Defiant's cloak console. Bah ... this should have long since been made integrated into the Fleet version (at the minimal, take your 1or4 FSM pound of flesh and get over it already). It should be a purely basic cloak requiring the Defiant to fully break engagement before recloaking ... but it should absolutely be inherent. The "balance" part is the fact it isn't a battle cloak or WhateverTF the Romulans have, thereby affecting (negatively) the Defiant's DPS (while disengaging).
Sorry ... I digress ... wow, where did all that come from?
Back in subject ... OP is right in pointing out Cryptic can't keep up with long since past justifications for former decisions. Bottom-line, play Rommy as that's the new hotness and all Crypt can focus on OP'ing.
Let's see... fleet ships are only promised bonus hull and shields and a 10th console. And it gets that bonus. +10% hull, +10% shields, +1 tactical console. So it gets EXACTLY the same benefits as a fleet ship. I would know, I have one XD.

Probably. I've noticed that many of the descriptions in the game for ships are missing stats or have outdated statements on them. The text for the Gal-X still has it listed as "the only cruiser in Starfleet that can use dual cannons." Obviously this is wrong due to the Avenger. They need to do a QA pass on the ship UI.

The Fleet Tac Escort Retrofit is the one and only exception of the general fleet ship mechanics (+10% hull and shields & +1 console slot). The Defiant is NOT getting the extra shield mod for an outdated reason (as stated above)
I check the Fleet Defiant out you right about hull strongth but far I can tell wrong about the shield strongth. CHecke the Defaint class it shield strongth is point 9 check the fleet Defaint it shield strongth is .9. If shield strongth 10% stronger it would have been .99.

I agree with this too. Today the fleet defiant should get +10% shield like the other fed escorts.

No. The reason is still valid. Lots and lots of ships have smaller shield mods due to having Cloaks. The Romulans outright break this rule, but that doesn't give the green light to do even more wrong.

Oh, the Romulans by Cryptic's design get away with all kinds of TRIBBLE. Their overpoweredness has long been an issue since LOR hit.
Said that when LoR was released, when the Scimitar was and now i'm still complaining.
But that's probably because i mostly play FED and KDF, focusing on FUN rather than MOAR and MOAR DPS. Romulans in their current state just suck for me, you can do exactly the one thing: MOAR and MOAR DPS, power creep and all that silly stuff that ruins the Game for me.
And they shouldn't be allowed to park their big TRIBBLE ships in Q'onoS and Sol systems.

If you want an underdog, you should consider the Fleet Aquarius Destroyer. But that's an entirely different topic.
