Multiple times now I've tried to complete the Explore the galaxy mission, I can do all the sectors in the time limit but always get stumped at the Undine space sector which I can't seem to get to.
I've done the Beyond the Stars mission 5 times so I'm guessing Undine space is next to the Dyson Sphere yes? but I can't seem to get there because the Dyson portal won't allow me access.
Is it possible that the game is asking me to do something I'm not able to do or is Undine space somewhere else on the map and I'm missing it (I'll be honest it took me weeks to work out where The Neural Zone was because believe it or not despite The Neutral Zone being an extremely famous part of Star Trek lore that area is not listed anywhere on the Galaxy map)
No, that space zone is in the Borg area. Transwarp to Gamma Orionis, pop open the map and head for the lower left corner of that zone.
Ahhhh I'll be dammed, although I haven't explored Borg space properly yet I do quickly zip around the four Borg sectors as part of the Explore the galaxy mission, now that you point it out it makes sense that Undine space would be somewhere in the Borg sectors *facepalm*

Yeah, it is quite annoying. It also means low level characters can't do it, since they can't go to Borg space.
Anyways, its almost impossible to visit all the places. I mean, i never did it. And i had the borg sub engines , the subspace fold from the science destroyer and the slipstream drive...so, never tried it again, its a waste of time.
And the ammount of ec you will receive is ridiculous.

As the OP has stated he has done all the sectors except the Undine in the allotted time I would say your theory that it "almost impossible" to be done is incorrect.
And the movement you are forgetting to mention is Transwarp. Knowing when to Transwarp makes it quite a simple process. Transwarp is why the Excelsior is so popular when doing the Event.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Other things to look for:
Cores with [Coi] and/or [SSS] are good for slipstream ([Coi] also helps the Borg engine), and the Obelisk core has [SSS], [SST], and [SSR] (but not [Coi]) for a much improved slipstream.
If you feel like swapping impulse drives all the time, the MACO engine provides a bonus to Driver Coil, making it the only impulse engine that improves your slipstream.
Also, if you have the Odyssey, Vesta, or Veteran Destroyers, they have Advanced Quantum Slipstream for longer and faster slipstream jaunts (Vet Destroyers are the only source of advanced slipstream for KDF or Romulans). The Vesta 2-piece set bonus gives you Chroniton Integrated Slipstream, which means that when it comes to galactic races, "The Vesta is the best-a." :P

The point is, its a stupid event, since you need to have all the best engine stuff available. And you end gaining not more EC than a farming day or selling a bunch of things. I always ended in the undine space but i never had time to finish it lol. That was the last sector i needed. Tried 5 times, never got it.
And the last one, my subspace fold bugged again and i just droped the mission lol.
I mean, too much trouble for what the mission gives you.. seriously, something similar with the mirror invasio event, lol.
The only thing you need is the borg sub transwarp engines, that is the maximum velocity you will get and if it is sooo hard even with it, well, no way. If at least the mission will give you a real worthy reward.. that will be another story, but now, its ridiculous.

If your using a fed and have the vesta pack use its chroniton integrated ss in the long sector blocks.
I've done it a number of times. its more for fun especially when you race some friends around the quadrent.
I haven't done this one so far since they 'fixed' it. I'm happy it's a Daily, not so enthusiastic about the new time limit.
Still, you get a reward for each sector block you complete, right? It used to give 50K EC per block, which admittedly you can get by selling a single high-quality deflector/shield/engine/core, but it's something.
The law of averages would seem to favor me better than the old model, since I was hardly ever able to do it on the hourly event schedule. Partial completion is okay by me, as long as I get some reward for it.

People used to "cheat" it all the time by transwarping around, grabbing all the easiest to complete sector blocks, then dropping the mission and transwarping back to ESD to do it again. In so doing, you could get a system down for a pretty steady EC income, but I always found it super tedious. I only ever did it a couple times. It's way more fun to just do a shoot-em-up Foundry mission like Battleship Royal Rumble on Elite and rake in the loot. You make more, and it's not boring. Sure, there's a daily Foundry loot cap, but you can only do Tour the Universe once per day now anyway. You get plenty of loot just doing your PvE queues for rep marks too.

I think it's more about where you start and the order you do the sectors in so you're not constantly going back on yourself.
I'm a fairly new level 50 player so don't have any upgrades gained via the rep system yet and I can just about do it with about 30 secs to spare if I don't make any errors.
The key for me was the Solonae warp dive letting me leapfrog along the route but you have to time it carefully, if you use it too close to a sector border you can jump right past the border and get stuck between sectors.
The problem is, in STO, 250k ec for an event of 15 minutes is absolutely nothing. Its the same as , for example assignments that gives you ec or other missions. EC is really low rewarded no matter what. I mean, i prefer just do the regular play and gather far more than 250k ec and enjoying it, and probably i will waste less than 15 minutes.

I can get it in 13 minutes. You get 25k per sector block plus 25k per 3 sector blocks. Adds up to 400k, if you hit everything. Plus there's a token but appreciable amount of CXP to go with it.
I find it a nice, relaxing way to earn fast cash, and the new version means I can do it on all toons daily if I want to.
Combined with Account Bank that's about a master key per 2 days off the Exchange.

I rather prefer to buy 1 key every day just trading dilithium for zen and still i save some zen every day. The event will be nice if you could do it without the need of extra equpment to fly at maximum speed, just knowing where to go and how. Thats the purpose of the event, not to fly as fast as you can within 15 minutes.. if i am not sure i can do it, why i will waste 15 minutes flying around, just looking at the space..?.

My character Tsin'xing
Rewards were decent, helped me buy a Master Key off the exchange. Was fun.
Thanks again mate, now that I now where I was going wrong I completed the mission for the first time today

#2) Equip stuff that lets you fly around space faster.
#3) Having completed the diplomatic CXP doff tract makes it easier to jump around.
