I understand and agree with the binding of items. If there was no binding then I think the game would suffer from items dropping in value to the point where the market would collapse.
With fleet gear, however, I think that bound to character gear should,in some circumstances, be able to be transferred to other characters on the same account.
Why? Well, resources and time have already been spent to obtain the item, so it's not like it's free. That being said I don't think that items should be able to be traded between characters at will. I think that for X dilithium/fleet credits/zen a single bound to character item (or stack of items) should be able to be placed in to your account bank. As soon as another character takes it out it becomes bound to that character.
I feel that solution would work as it wouldn't be free, and as I've already mentioned, the cost of the item has already been paid for.
instead of making them BoA, they should lower the fleet credit cost of some gear(100.000 for pets, 50.000 for MK XII consoles... is kinda silly), and should also lower the dil price of fleet weapons(and for that matter rep too).
it doesn't make much sense for consoles to be 9k each dil, ground gear to be around the 9-10k+ mark and fleet/rep space guns being 25k+

I question quite alot of Cryptic's sense of game balance (i.e. it's non-existent) but I do acknowledge that they're quite good in their money making schemes. I just wish that scheming and effort was also applied in the same way for fleshing out the game.

I oppose this proposal. Why? Because it's challenging enough getting fleet members to contribute dilithium to fleet projects already. If they could get stuff and transfer it to their other toons, those toons would have less motivation to even join a fleet, let alone participate in contributing to fleet holding projects.
the only thing they need for the fleet system is once you hit t5 in everything the projects give 10x more fc per donation.
it seems once you hit t5, your fleet will have a fc shortage..

i know is virtually impossible, but still it would be nice for the prices to be actually consistent, instead of having them all over the place, doesn't make much sense(there is no logic in pets being 100.000 fleet credit each for instance, nor there is logic in weapons being 25k+).
As others have said this won't happen ( would be so cool tho ), I think all non fleet items should be BOA, see no reason to have lockbox weapon's ( elachi, phased lolarons ect... ) BTC they should all be BOA.
Well, I disagree with the OP's idea of fleet items being BoA, but I do think that the list of currently BOA items should be expanded to include craftable consoles.
Fleet equip bound to account? Great idea... don't ever see it happening short of the 10 year mark for STO...
Fleet gear is a dilithium sink...dilithium is time sinked to keep your butt in the chair at the computer playing. Their theory (and its a theory ok.. my opinion more like wish full thinking) is the longer your in game playing the more likely your going to spend money in the cash shop.
It at best a truism. Yes you might spend money.. but its no guarentee. There's stubborn folk like me who joy in being contrary because I can.
Any way... this studio is not going to let be allowing the highest quality in game items be account bound in less said items are in very very limited supply to begin with (certain lock box weapons and some set items). Its just contra-indicated by the plan to seperate us from our money.
(which is the REAL reason STO exists... it's based on a known, money making popular IP... the vision of Trek is actually entirely contrary to the Yankee trader mentality of the computer game industry..)

I think if you want alts then each one is viewed in isolation from the others.
BoA should only be for items purchaed with ZEN.
Also, Cryptic doesn't look at them in isolation. If they did they wouldn't have made lobi account bound.
