1: bleedthrough is damage done directly to the Hull while shields are still up. for most shields this is 10%. so if a attack does 1000 dmg, 100 dmg is done directly to the hull, regardless of shields. in MOST cases, normal hull regen can and does compensate for it.

2: shields have a natural damage resistance of 90% against kinetic damage (the type of dmg all torps do), so when a torp hits a shielded target, 90% of its damage is ignored. (a torp the would do 1000 dmg would only do 100 against shields)

3: Transphasics torps are nicely summed up here: http://sto.gamepedia.com/Transphasic_Torpedo_Launcher

4: that would be a matter of opinion

    EDIT: ninjas man, they're everywhere

The 40% shield penetration bonus works by reducing the innate penetration resistance of shields. The penetration resistance is 90% for most shields, and it will be reduced to 54% against transphasic weapons, which is equivalent to a bleedthrough of 46%. For resilient shields, the bleedthrough will be 43%.

    hope this helps

It protects against bleedthrough damage from weapons fire. It does NOT protect against special procs that do direct hull damage, nor does protect against spells that inflict direct hull damage. So it completely neuters transphasics, probably BO doff, but has zero impact on DEM (direct to hull extra damage extra proc), and zero impact on GW (direct to hull spell).

It's basically a super-resilient mode for your shields. Weapons fire on a target, a regular shield will absorb 90% of the damage and pass the other 10% to the hull, while resilient shields absorb 90% and pass 5% to the hull (the other 5% is discarded), then there is TF which hardens the shields and does not pass any damage to the hull while the ability is active. It does not do anything vs direct-to-hull damage like tractor beam and therefore probably wont do anything vs the elachi proc.
