Unable to slot sponsorship project

I'm trying to begin the project to enable 2x Omega rep exp, but don't see the project available anywhere. I only have "File Situation Report", "Submit Research Materials", and "Ongoing War Efforts" available.
I have the sponsorship token in inventory, my character is level 50, and I have Omega marks. I've quit the game and logged back in, but still don't see the project. I've done this on many other alts, so it's odd I'm suddenly not seeing the project.
Any advice would be appreciated.
