Ok, so, we are in agreement that STO PvP... is well... not very good.
SO lets sand box with what we have to create PvP that works..
First off, for the sand box, limit ships to tier 1,2,3, and 4 ships. C-store ships in those tiers are just fine.
Second.. common quality consoles. If its a C-store ship you can keep its special console, or mount something common in its place. The Mk of the console must be equal or less then the equipment/weapons on the stock ship. No more then ONE (1) of any given console may be mounted.

Default load outs on the ships for weapons.
If your flying a ship that less then your rank you can mount common quality weapons equal to your rank.
(yes, if your a VA/Major General, you could mount common Mk XII equipment.)
Right.. up to players to do this.. but this plus these extra and very simple set up guidlines allows you to PLAY WITH ALL YOUR SHIPS!
A. You still get to play with BOFF's and DOFF's... But.. No duplicate BOFF powers please...
B. You still get your captain powers. They won't get buffed into insanity.. but they will effect the battle.
C. Pets must be common quality (they're allready going to be nasty with out making em worse...)
I chose to not include Tier-5 and plus ships simply because they get just silly stupidly over powered.. And limited any uni consoles to what comes with the ship to cut down on the cheese. Limiting weapons to common quality eliminates a whole bunch of numbers sillyness. Though if players are willing to stay with the above rules they can work! I strongly recommend.. that as far as lockbox, c-store and special ships.. including fleet ships. they get to keep any console they come with.. but thats it.. gotta comply with the rest of the "Rules".
Some weapons will be nasty, but they'll be the ones that are supposed to. It'll take tactics and maneuver to beat them.
Anyway.. Just thinking on the state of PvP. I'm not one of those that are impressed with the "kill someone so fast that its no real challange" school of PvP. Fixed load outs and doing the best you can with them could be a lot more fun. And ya know... it'll give those guys who love to play low tier ships something fun to do...
(the D-7/Kitinga with its 4/2 lay out becomes a fearsome ship. And the Excelsior becomes a bit of a monster too. Suddenly it feels like the tough big cruiser it is.

People have suggested this type of thing before, and unfortunately, not all cryptic ships are created equal, no matter how much you minimize consoles/boff powers/weapons etc... even if everyone uses the same weapons and consoles, certain ships are going to have the edge over others, and 9.9 out 10 times the players skill will not overcome that.
Also common consoles stop at Mk X after that its uncommon and above.
Another, you say people can use doffs but no duplicate abilities, fair enough, people are smart, and will most likely run with the following as an example:
EPtS 1 - EPtE 1 or EPtW 1 = complimented by 2/3 Damage control engineers to reduce cooldowns and a Kee'el Warp Core Engineer to remove debuffs. Techinically within the rules you've specified. Expect this, as people play pvp to win....
I understand if something like this went ahead what I've mentioned would probably get "Banned" and then push most people away, again they play to win and wont put them selves in a situation where they could become easily outmatched by simply choosing the wrong ships or powers at that time.
I've been noticing quite a few threads about the state of PvP now vs. two or three years ago. Many people have been complaining about the overabundance of cheese: in consoles, in lockbox/lobi/crossfaction ships, in the incessant power creep, in borderline broken DOff abilities. And I like the concept of restricted PvP.
What I would propose, however, would be something closer to this:
- No lockbox ships, no Lobi ships, no fleet ships. None of the 10 console ships.
- No universal consoles that are not tied to a specific ship.
- No DOffs. Whatsoever.
- No equipment above Mk X.
- No equipment sets, no reputation equipment, no fleet/spire equipment.
- Pets allowed - up to rare. But only faction specific ones. EX: Shuttles, runabouts, Peregrines, etc ONLY for Feds. None of that cross-faction fighter junk.
Honestly, I'm not sure how well it would work out, but I think that, with some refinement, a system like this would go a long way to ironing out some of the PvP problems we face in STO.

You know Cryptic has a hard tiering system in place where ships of a higher automatically do more damage to, take less damage from, send less healing to, and receive less healing when interacting with a ship of a lower Tier, right?
If you feel Keel'el's effect is well designed, please, for your own safety, be very careful around shallow pools of water.
I'd assume that everyone would be flying ships of roughly the same tier: e.g. tier 4 or 4.5. The hard tier system wouldn't make much of a difference at all in that case.

Guys, what the OP meant was instead of making this affect everyone, we just make our own series.
On a motoring forum I'm on, we organise our own series for various games, but mainly Forza Motorsport. And FM features a Performance Index rating on the cars to make it fairer.
Past successful series have been BTCC reps at A567, (Junior supercar level, ish) Run what you brung B495, (classic supercars, Japanese tuner/ricer sort of thing) RWYB F200... (Slow things)
Point is, all cars are vaguely equal, and everyone has a laugh, whether they are a top 0.01% er, a Top 1 or 2 % er, or merely average. (approx. equivalent to 50k DPS er, 5k DPSer or 1k DPS er)
