Once you get to a medium-sized fleet, there just aren't a ton of fleet creds to go around, and you get absoultely nothing from donating them (obviously than the base progressing of course). Which is not an awful thing, but they're pretty expensive at 550 FCs a pop. And it's not like only a few are required... over 5,100 for a T3 mine, for example.
I don't want them completely gone, but why not have the donations be worth a few fleet creds (or just reduce the cost) or something?
Those provisions cost Fleet Credits so it doesn't make sense for them to be worth Fleet Credits. If anything, reducing the cost would be better. The reason for the Mine Upgrades costing too many Provisions is due to the Mine Upgrades not requiring Dilithium. The Embassy and Spire upgrades have more reasonable Provision costs.
As far as I'm concerned, only the fleet leadership should pay for those provisions out of their own fleet credits. If they can't cough up the FC, they should turn the fleet over to someone who can.
The only change that I would make is to add an option to restrict payment by fleet rank (similar to sending out fleet mail or fleet invites). No sense in allowing fleet members to "donate" without knowing they won't get anything in return.

economics. Video games create money all day long: go somewhere, kill something, pick up say a shield, feed it to the replicator, and suddenly the economy has 20k more credits in it from *nowhere*. If that were not somehow offset by expenses, in a short amount of time everyone would have quadrillions of credits and you would be paying a billion for a large hypo.
Instead of allowing rampant inflation, the game developers put in a variety of money destroyers. One of these mechanics is the starbase donations. Another is consumable item on the vendor like hypos. Another is the pay to transwarp feature. And so on.
The game was not designed for 5 buddies to form a fleet and built it to t5. It was designed for players to meet each other and form a moderately large group of friends to divide the costs thin and to a reasonable level. You are fighting the system by trying to build a base with a micro fleet.
And yes, I feel your pain too. Between the base and my rep, I have spent many millions on the donation items. Its subtle, 200k here, 100k there, but it adds up.

Paying 550 creds and for a provision, and getting 150 creds back is no different than dropping the price to 400 (well, except for the fact that to buy one you have to have at leat 550 creds to begin with, as opposed to 400, and that you can potentially get those items free by critting DOff assignments or opening lockboxes)

I agree with everything you said... I guess my hangup is that even when you create cash shredders, you are typically giving the gamer some type of rewards. All the individual reputation projects cost cash or commodities, but the player reaps the rewards. Hypos cost cash, but you have 'em in your inventory and use 'em. Some games make you repair equipment, but you get to keep your gear in peak condition.
It's just odd to me that a player could donate a million fleet creds worth of provisions and see nothing in return if the rest of the fleet doesn't chip in the other 60%. I realize it's probably there to encourage players in fleets to work together and thankfullly I'm in a great fleet that does a good job with it, but it's still a little off-putting. I like getting something back with every other donation.
Just a personal preference, I realize, but I felt like it was worth mentioning and I can't be the only one who feels this way.

Why shouldn't fleet leadership make this small sacrifice for the good of the fleet?
I am in the fleet leadership for two fleets and I would not expect any member who is not in the leadership circle to pay for those provisions. That is just plain silly to expect the fleet rank-and-file to buy something where they get absolutely no return.
Now if they want to donate the mining provisions that you get from the crit doff mining assignments, that's OK. But I think it would be better that they redeem them for EC.
My role as a fleet leader is to support the fleet members, not expect the fleet members to support me. If you want to run your fleet like you're Joseph Stalin, all the power to you...
IMO asking those with the most fleet credit should be considered the first option. As the one of the heaviest/the heaviest contributors to the main fleet I'm in, I was quite happy to basically bulk fill all the mine upgrades provisions solo.

I keep critting mine DOff missions on my Fed toon with a T3 dilithium mine, and man my KDF toon would love to have those.
