The PWE staff is trying it's hardest to get things in and add user-friendly functions to Arc. But for the time being, I believe that if you log in to the character screen, you can press "My Account" in the bottom right and it SHOULD NOT direct you to Arc.
I do not believe the new ARC site uses Account Guard the same way any more. I have been all over my Account - both the base Account you access by clicking your name on the website and the Subscription Account Page - accessed via Guides/Gold Subscriptions/Sign Up Now. None of them has shown Account Guard anywhere. I do not believe there is a way to turn it off now.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
They should bring it back soon then since I just had to spam report an EC seller in my mailbox who had a very serious sounding name rather than xyzaaaajjjj like those guys usually have
Well, I do not believe it is gone. I simply believe it is no longer accessible or alterable. It is always just there now.

If you still have access to the old site (via running a browser extension that will block the redirect script) you should be able to still modify the account guard settings there.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
