I have heard that they are very good in dogfights with other pets, but their damage is generally pretty pathetic anyway. So they're pretty much only good at killing other pets.
Actually, I just did. They do seem a little tougher, which is nice. The other fighters have more dps in theory, but they do tend to go down quickly which limits their effectiveness.
The elite shuttles on the other hand, last long enough to actually get a few hits in. They also have a photon torpedo, which fires more frequently and their phaser arrays have bigger arcs and aren't as sensitive to range.
However, I just bought them yesterday so it'll be a while before I can give an indepth analysis. It seems they *can* work though.
Well, they're shuttles, so they're as breakable as every other non-frigate pet. That 360-degree firing arc, on the other hand, is what makes them superior dogfighters in fights with other pets: They are insensitive to firing arc, which means they will always be able to fire on a target no matter how moronically they fly around, whereas other pets often cannot fire on them.
However, their lack of combat skills means that their actual DPS is fairly low, and they do not have any other side effects like tractor beams to assist you and your team. They basically make a good interceptor screen against targetables and other pets, but aren't really deadly to any actual targets.
I bought them a while back and through them on a FHEC for testing purposes. I was honestly surprised by how well they performed, and still use them to this day.
They are notably tougher then Peregrines/fighters in general; they can survive some warp core breeches, and are also capable of surviving FAW 1/2 and Gravity Well 1 if Polarize Hull is active. With Polarize Hull active, they can also survive all levels of Tractor Beam Repulsers. They survive quite nicely for their size, definitely out living all fighters; they are still weaker then Runabouts by "far", however.
As far as DPS goes, they aren't so great. However, they do have a few advantages. First off, like the guy above me said, they have a 360 degree phaser beam array and a photon torpedo launcher; between the wide arc of the beam and the rapid fire of the torpedo, they will put out stable, maintained energy/kinetic damage. Since they out-live other fighters, they will tend to live longer and gain more stars, at which point they will inflict even more damage. Also, since all of the Type 10s weapons have wide firing arcs, the AI does not need to keep the shuttle forward-facing like it does with the Peregrines, meaning the shuttle is much less dependent on AI intelligence. All things considered, between rapid weaponry, wide firing arcs, and longevity, I've found that the Elite Type 10s will actually do more overall damage then Elite Perengrines will.
All things considered, they are pretty darn good and very underrated. They perform really well as escorts/interceptors.

What "level" of toughness are we talking about (HP-Wise)?
