with the limit on powers & abilities the shuttle map, especially with fighters, is much more about player skill and manoeuvring rather than spamming xyz combo.
though im guessing people summoning full-sized photonic/fleet support wasnt helping.
The only limit on powers are the number of console slots shuttles have.
Just as with full sized ship PvP, the devs failed to appropriately deal with any of the problematic clickly consoles that have consistently and continually eroded the foundations of this game's actual gameplay.
Apparently it made sense to tweak the PDS, but not to change/nerf/neuter consoles like SIC (black hole), Isometric Charge, GPG in an environment where you have no realistic ability to deal with them exasperated by only 1 "faction" having a battle cloak capable full +25% flat damage boost ambushing shuttle.
TL;DR: The devs need to man up and actually nerf wide swaths of horribly unbalanced items & powers for PvP if they ever want to have a chance in hell to rescue it from critical condition.
When they announced Shuttle Queues, my very first post on the subject used that same setup, Ulti, as an example of why it was predestined to fail.
So what did I do? I did it. I took my Yellowstone. Gave it 1 copy of Beam Overload, the Yellowstone Engine, TB is built in. Then I slotted GPG, ISO and SIC. I queued up, saw the enemy team and killed all but 1 with 3 clicks and a spacebar tap. Then I never queued for shuttle pew again.
edit: Never even got to use my SNB on that run it was so fast.
i knew it would fizzle out quick, its only good in small doses. plus literally every universal console is hopelessly broken there, as they are balanced for use on and against tier 5 ships. all universals not being banned from equipping on shuttles makes a mockery of all shuttle content, and is a death sentence to shuttle pvp.
Even with perfect balancing zero universal consoles and no cloaking shuttles, shuttle pvp just lacks the complexity to make it worthwhile long time.
Combine that with the akwardness of ship to shuttle switching, and the fact that your limited to queuing for 3 events, it never stood a chance. It was probably seen as low hanging fruit, a few hours worth of dev time to create what's now another orphaned feature, probably to sell a few more shuttles or get people using arc....
Mission accomplished I suppose. Now we have another orphaned feature. Yay!
It's interesting that we all pretty much agree about it. I queued it a few times and it seemed to be a micro of regular PVP, lots and lots of spammed abilities, pretty much the same as regular PVP just with smaller ships.
I really dislike item-based PVP and this is why. Seems like nobody really likes it. That's a bit of a surprise and why I asked instead of just said it outright.

yeah it's fun..just hard to get a group to do it.
What might be fun and bring in more pvpers is Legends style PvP like DCUO. I know people hate prebuilt ships but I could see cryptic making money selling T2 constitutions and such. Everyone would be on the same-ish level in gear and only better skilled people would have an advantage. People could queue by tier and unlock different ships with level and zen. DCUO even runs an event every Friday night. STO could do something similar.
All the current shuttle PvP does is shine a big fat spot light on the broken nature of consoles and sets in STO PvP.
If you want to be reminded that ALL sto pvp is decided by he/she who clicks first... just jump into a shuttle match.
If Cryptic smartens up and stops allowing Shuttles to load Full size ship sets and consoles... it would be a fun game mode.
What gets me is when they started selling lockbox shuttles and cstore shuttles with special gear I assumed that was a new $ stream for them... why they would allow those ship to load full size stuff is head scratching. Would seem to be killing the sale of those OP shuttle options.
I played a handful of shuttle matches... and it felt good to get something new from Cryptic... for 10 min or so until I realized it was also a backhand from Cryptic. We have all known that PvP was becoming a silly gear off... but shuttle PvP stripped it down for all to see in all its naked glory.
Cryptic failed on shuttle PvP because they imported there broken PvP mechanics from the standard ship side of things.
People, myself included, urged them to balance certain things that obviously were never intended for shuttle use, especially shuttle pvp use, when the release was still fresh and new and popular before cheesers scared any newcomers away.
Those people were ignored. This is what happens. This is what always happens.

I'm the odd one that still likes it better than full sized power creep.
Piloting matters much more as does power mgt. There are less buff & debuff extremes, and players dieing faster are all positives for me. If anything I'd give shuttles the equivalent of an always on epte1 (I've settled on epte1 for boff ability w/some blue doffs and seems to work well enough, and has the right feel imo).
Shuttle PvP also has a hit and run playstyle compared to Fedball which has come to dominate the full sized ships. This is probably why I like it the most tbh. I also think many of issues people are having w/the AoE/multi-target consoles is habit of flying near allies, despite limited if any boff support available.
Keep in mind there won't be many TTs or STs floating around to clear FoMM/Sensor Scan w/such limited Boff options, so cloakers are at risk.
I never had much issue baiting players away from full size NPC spawns. The trick is more to get out before the Spawn shows up.
Also, if you don't have full doff layout, you can switch to shuttle preset and it'll swap the doffs for you. The only issue I've had is having to swap gear shared between my full sized ship and the shuttle. Sometimes I forget and end up fighting w/o shields for a brief while ...

I had fun the first day of shuttle PVP but then everyone started using cheese consoles and ruined it. Most of the consoles are too OP to be used in shuttles and shouldn't be allowed.

because broken things are exacerbated by the inability to slot sufficient counters to Universal Consoles.
Basically, they introduced a small craft queue in the midst of such broken game design that it's almost completely unplayable.
Other than that I had a blast in it. For space PvP it's the most balanced. Everyone dies!!!!
But, I think that's why some people don't like it. Some people hate dying.
I think another reason is they can't use their spacebar FAW boats.
It also takes people out of their comfort zone. It's a totally different way to pvp. There's no RSP blanket. No super heals. No A2B. No OP FAW. etc.

These days I don't queue for it because I don't want to change my doff setup between regular and shuttle all the time.
