This is the idea of racing trough sector space.
Players racing each other trough sector space in order to test theirs metal, warp and impulse, wits and map awareness of sector space.
1.st players are joining Que with their own build of their fastest ships and race other player, if they win they gain 50.000 EC and looser gets 25.000 EC.
2.st both players start from the same position and randomly get the system where is the finish line. Both of the players get same system to finish but they can choose their own fastest path to get there.
3. Players can't use Trans warp when they are racing each other.
The idea is to know better of quadrants within the game and it is in someway exploration game of the STO.
I think that this is not complicated to build and it would bring lots of fun and interesting builds and bring players socially very close.
Cryptic could add special doffs who are giving some extra powers in sector space such is better cool down of slipstream drive, better turn, better warp core efficiency to go faster etc, they could add for every build some special sector space powers etc.

1) turn rates. Anything but a drag race (straight line) is going to give advantage to the better turn rate. You might do shuttle racing, as those are more equal and require better piloting skills.
2) equipment. Not sure what stuff out there gives speed, as its not a priority for me, but any speedup consoles (are there any?) or abilities or xpensive DO's that give cooldowns on evasive or whatever else... it should not be another "gear wins" game.
if cryptic is in charge, they could put everyone in the same ship for the race... that would work.
My thoughts would be to make a foundry racetrack, should be doable, though you could of course try to do it in public sectors.
If Cryptic was to create an honest race, they would have to do it where all engines are equal and fair. That way they don't gravitate all to the same engine and maximize their stats. Which probably would require a major rework of the system to accomplish.
One of the thing I actually enjoy about the winter event is the pvp ice race.
Sector space racing would be good.
However, a version of earth space set up like an obstacle course wuld be awesome too.
Indeed, pvp jet pack races on Risa, all year round race track on the ice on Andoria.
Shuttle races around the mesa on Vulcan.
Races are fun and i'd like to see more and different types of them.

When I think about everything we've been through together,
maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.
They would probably also get rid of balancing problems with high and low level gear since they accelerate players no matter what gear they have.
But the folks with all the uber rep engines would still get to the boosters first, see...kinda brings the whole issue right back to where it started.
If gear doesn't matter than it's pointless. I'll never understand the concept people have that gear shouldn't matter in an mmorpg. It is a core part of the genre and the reason why most people play to begin with
Unless you put the first booster right into the starting line.
Besides in theory TAC and ENG catpains will also bring their own advantage to such a race since they an use AP Alpha and EPS Transfer respectively to boost their agility and speed a bit.
Would you try to cancel those out as well?
