I have recently swapped from using an escort to the solanae science destroyer, and with both ships using the set both lose their shield strength just as quickly.
The destroyer has over 2X the shield strength of my escort and far better shield healing, but it loses its shield strength just as fast as in the same amount of enemy shots to put it down or in the case of the borg drain them with tachyons is just as quick even though the SPI's is higher on the destroyer.
This may be my imagination, but when even engaging a single enemy they pound a shield facing down just as quickly as if I were still using my escort.
Both the escort and solanae destroyer are using the exact same everything when noticing this issue.
Use borg set. Yes, the full borg set, including the low cap shield. It triggers an auto and constant cleanse of shield drain, plus massive shield regen, combined with high base regen. You may have lowest shield cap, but you will end up the only one who still have shield.

thats a combination of the escort bonus defence value at work and the loss of regen rate.
Not sure why he would lose regeneration rate if he still uses the same set, but the loss in defense probably hurts.
There could be other changes due to the new build (assuming you used one of these powers before)
- Do you still use Emergency Power to Shields?
- Do you still use Tactical Team?
- Do you still use Attack Pattern Omega
These 3 might majorly affect how much damage you actually take. EPtS because it grants shield damage reduction which is very useful, Tactical team because it distributes shield power much faster than the manual option and lets you use more of your shield points (also, you will generally have more shield facings not at full strength, which means natural regeneration and shield heals will be applied there, too. Remember, shield healing is always applied to each shield facing, and a facing at top level will not get healed, and thus you waste potential healing.)
Attack Pattern Omega will raise your defense and thus lower the damage you take overall.
I don't know the mechanics of the Borg shield neutralizer, but it's probably its own beast - it could in fact work by draining a percentage of your shield points, because it will always suck your shields dry ,unless you counter it with Hazard Emitters.
But that would unique to the neutralizer.
What could also hurt you - overall loss in firepower, and combats now actually take longer, meaning you also take more damage.

Lastly are you still running two copies of tactical team? Because without those or a shield distro spacebar keybind shields are pretty useless.

Yes the healing skills are exactly the same, as is all 3 you just mentioned are used as well.

are you running the full solanae set? There's way better shields than those. The set isn't bad but there are way better ones. Try fleet resilient or MACO shields for STFs. What exactly are you fighting when this happens? Otherwise idk. I've been pretty tanky in my dyson destroyer.
Could you be you're getting more agro? Science skills like GW and TR generate a crazy amount of agro from NPCs. Getting mass tachyon beamed from all the spheres in ISE can drain anyone's shields really quick.

Also, simple answer to the OP: shields with higher capacity are not just that: they are gimped in other areas (less heals, more bleedthru).
High capacity shields (Covariant) are meant to absorb alpha-strikes; for PvE, just go Resilient.
Borg 2 piece with the Dyson Regens are nice the proc with the hyper regen is nice coupled with the 2 piece heal from the borg set are nice shield healing. You then can get away from doubling up on EPtS and TT, run a TSS1 and HE2

So far I've been popped (by a sphere) for a 322k crit, 157k crit and more than a dozen 80+k Crits... The 322k crit I thought a bit gratuitous overall...on a roughly 75-80k hull...
Been using the full solanae set as well (grinding rep on this alt, so no "get Borg set" comments please...the alt ain't there yet)
I want to say it is a variant of a bug seen about 2 years ago where a new shield system caused everyone to have shields that were as solid as soggy tissue paper...But I lack enough data to decisively claim bug...but this is concerning enough to make me question a hull that I'm generally fond of.
