Depends entirely on what you are doing. The MVAE is an escort, pure and simple. The Solanae is a science ship with escort capability.
If you want to deal damage and ONLY deal damage, roll the MVAE. If you want to deal a little less damage with a side of healing, debuffing, or crowd-control, the Solanae is the ship for you.
They are basically the same ship setup with their primary and secondary foci swapped

They are both highly flexible platforms, but the MVAE will always be the heavier hitter (and faster) and the Solanae the more versatile science magic user (and tougher).
A tac in a solanae or a sci in a MVAE are deadly deadly things. (or will be once the Solanae C-store version comes out)
I am personally going to take my standard science escort build I use in a Fleet Dhelan and apply it to the romulan dyson variant. I have high hopes for this build as I am already specced into the proper skills to make use of that commander science slot, and have the loadout to make use of the commander tactical confiiguration. Essentially all i stand to lose is a little turn rate and a bit off the top end in terms of "spike" damage.

I prefer MVAE simply because I'm more used to it. The Sci Destroyers just have a totally different play style, so it's not simply a matter of which is stronger. If you can try both, do it.

It will be very nimble and strong, but not quite up to escort specs.
Honestly looking at the stats for the Wells and the Mobius, you really can draw a direct comparison.
In Tactical mode the Solanae is the Mobius (locked into using the ltcomm uni as sci)
In Standard mode the Solanae is the Wells (locked into using the ltcomm uni as tactical and a lower turn rate).

if you fine with prometeus as it is - stick to it. especially fleet prometheus is a 5 tac console ship.

if you feel the need for more tank/buff/debuff then switch to solanae. it has only 3 tac consoles and a special cannon with exotic damage, which hard to improve without crippling overall performance.
