O lo! Above is my current build I have been experimenting on while leveling. I'm still four levels away from Vice Admiral.
This would be for 99% pve. There is a 1% chance I might pvp.
I'm giving photonic officer a whirl mixed with A2B to reduce cooldowns. My set up is to use sensor scan, conservation of energy, ap:delta to do really good damage with gravity well followed by a heavy plasma torpedo with a tractor beam. Once that is done, I can use tbr for more hull damage. The polaron turrets can be mixed with sst and energy siphon to decrease the enemy ships power levels.
I'm just looking for people to share their thoughts and perhaps help me out with point allocation in the skill tree. Should I have 9 points in shield/hull skills or is it not worth it and I should pick up other skills?
Anyway, let me know what you think. I don't have a toon at end game yet.

The 3 plasma torps doesn't really make sense to me either. I would use 2 Dual Beam Banks and the Romulan hyper plasma torp with at least 2 projectile Doffs. That torp will just stream plasma at the target. Get rid of the Omni Directional Antiproton beam and use another turret. Ax the Amplasma because torps do enough damage on their own and get Tac consoles to match you Energy damage. If you use Romulan plasma beams you will get both the Plasma and Disruptor procs. and if you want to us polaron I would use the polarized disruptors. That way once again you get both the polaron and disruptor procs.
As for Boff abilities. You are all over the place. If your are doing and energy drain build or a crowd control build or a healer or what you need to decide. In any event I would use at least Hazard Emitters II or III is better. because you don't have any hull heals. At end game especially STF's you will need hull heals. Also Photonic Officer is pretty much useless. You should not rely on you science abilities for damage. You will be let down. Endgame is not the same as leveling. what works at lower levels does not work at endgame. a generic build at endgame is a sure way to get killed a lot.
This is just my interpretation. In the end you need decide what works for you and you will need experience playin to see what works.
