Yes but you aren't ever going to have anything close to cloak. It is also effected by aux power.
I have 264 stealth points on my hirogen escort toon... which means you can get to around 14-15k on people with little to nothing in sensors.
I was hoping this would be cool... it it was always on it would be.
Honestly its not really a big deal as it is though. Really even if you run around with 125 aux with 300 or so points in stealth... you will never be able to get into firing distance of anyone.
Its a gimmick... might keep people from zooming toward you at the start of a match. You can't really use it to sneak up on people all that much though.
Im curious if this ships passive ability can be combined with things like mask energy signature to create a stealth value near cloak levels?
It is disabled while under the effects of any other Cloak/MES.
And yes, it was always intended as more of a gimmick than anything spectacular. The ship does not 'pay' for this extra passive ability in any way - it's purely an extra bit of flavor we added as a nod to one of the abilities used by the Hirogen in the Voyager episodes they appear in.
The difference between being able to close to 14km vs being seen out to ~30km may be useful in PvP under limited circumstances, but the tactical options it opens up are very limited in scope. This is by design.

No complains really Bort. I like the ability... it is just flavor.
I was sort of hoping it would be always on... and just not be strong enough that you could do any better then 14-15k even with heavy spec ect.... I think it wouldn't have been to unbalancing. Your right though the ship doesn't pay for the feature at all. I know from PMs and stuff from other players though that many had assumed it was an always on feature. Takes a bit of explaining to them, for them to realize it drops in red alert and has to charge back up after you drop RA.
I think that would have still been ok... while making the ship a lot more attractive to those of us with loved fed escort toons. Had it always been on... might have felt powerful again. lol One complaint most fed non defiant flying escort players have is, almost everyone you team with is cloaking these days. So you sort of end up getting jumped first ... and are only really able to disengage by zooming of 30-40k.
The Hirogen at least doesn't have that issue if you don't go rushing in at the beginning of a match. In that regard its cool. I was sort of hoping I would be able to attack someone 20k from a teammate and not have there teammates realize I was even there. I think that would have had some cool tactical advantages. Making the ship more appreciated ship.
I am liking it don't get me wrong. I like the look (I know its not every ones favorite)... its fast handles great.... has a very nice flexable boff and console layout. Overall I am a much bigger fan then most I think.
In the end I would rather the mask ability be gimmicky then OP... so not much to complain about. I guess with all the placating and stuff going on having ships that would never show up after 15-18k would have potential to be very annoying.
Ya when I tested I was able to do 14-15k... only by specing 64 points in stealth, and running a Fed Romulan boff that gives the +200 stealth points.
Even then I know against people that have a good spec in sensors or are in sci ships or both are likely going to see me 20k out at least.
I have more then that, not saying exactly how much but I hate being scrambled and jammed so my sensors is higher then most tacs and have a deflector with sensor bonus so I guess most tacs won't see them until 14k or even less if they aren't specced into sensors at all.

Ya I was testing vs someone with 3 points in and could do 14k... I played with changing my amount of stealth points... with nothing he could see me around 18k. So like normal cloak it depends on the hirogens aux power setting stealth spend ect. Aux power makes more difference then the stealth points I think. The embassy boff is the best way to get a nice 200 points though. I have confirmed that the +stealth on there traits do translate for the hirogen mask, which is nice. A good way to boost it at least a little on a Fed toon.
It no cloak replacement that's for sure. I wouldn't troll around Kerrat and think I was any more save then I would be in my bug or anything. Still worst case adds a few Km before people pick you up. In kerrat though the second you enter red alert it drops... and it takes 5-8s or so after you leave red alert for it to turn back on So bottom line ya pretty useless in a place like kerrat.
In an Arena or Cap and hold map... might give you a few extra seconds at the start of an fight... or if you see a fight in a cap and hold and want to avoid it to go cap I guess you will see them before they see you if your careful.
The innate stealth is interesting, but it certainly fits the whole "long range" motif (i.e. it's not an up-close cloak.) I am amused still that it has something of an effect in PvP to give a tiny bit of a surprise factor.
I don't PvP enough to speak to that culture; but in PvE it's more or less not much of a change.
Enjoyed reading the analysis here, though. I suppose most people are moving too fast for a few kilometers to make much of a difference in a lot of cases. It'll depend on how often people run at high sensors in order to spot potential targets.

Againt no sensor spec regular ships you can sneak in as close as 12k. Most poeple 14-15k.
Sci ships more around the 18-20k mark.
Going into red alert shuts it off.
When you leave red alert it Charges back up and turns back on. (takes about 5 seconds).
