I've been seeing lately how helpful the community has been so here I am asking for help. This is my current build.

I blow through PVE (with a slight Boff and torp change) and do okay in PVP. I do high dmg, ( I know the FAW helps with that), but against one opponent I just can't seem to do enough to either break through shields or destroy them. Especially Sci. Captains
These are my active doffs:
Conn Off. - recharge time reduced Tac. team
EWS Off. - 30% BO gains 30% shield penetration
Main. Eng. - recharge time reduced Eng. team
Warp Core Eng. - 20% plus 25 power all systems
Warp Theorist - 25% to knock out additional sys. w/ ener. siphon
Voth Diplo. - 25% -51.6 to target weapon power

Btw, are you trying to break tanking chars in a beam array cruiser in pvp? That's not going to work, you need a proper dhc escort, good piloting and some coordination. Otherwise just spam stuff onto the field and try not to die.
With that much flow caps, when the polaron weapons proc, it's more or equally noticeable than the disruptor proc, but keep spreading misinformation.

Drain build = draining pets + science. Polaron weapons are lol.
Ask my fleet mates about my drain build. No pets and plenty drain. Also, power levels affect ships survivability in all sorts of ways. Given both disruptors and polarons proc at the same rate, you are the wrong one here.
That build should show about 50-53 drain per proc on the polarons.
Personally, I would be really interested to hear any solid feedback on a good science destroyer build. I have been flying a sci in a Wells and a Vesta for a couple months now, and I'm kind of hoping that the new sci destroyer might be a bit better. Unfortunately, I haven't yet seen a build that wows me.
A few comments about your build. Fleet polaron are alright, and do pretty good raw damage apart from the proc. The jem set bonus to polaron is a percentage of base damage (not final damage), so it is very small portion of final damage, equal to about half a Mk XI white console. However the deflector stats can be helpful to a build so no harm in keeping it if that's what you want. You could add a phased polaron and a photonic polaron too and try to get multiple procs going.
Target Shields 3 is very expensive for a slight improvement in a short drain. I would probably move Beam Overload to that position and use Target Enginges 1 where BO is. BO3 will absolutely take the facing down, and Target Engines will stop them from running away as much.
You might consider Tractor Beam 1 in the ensign spot and use the drain doff, to help hold and deshield them some more.
Attack Pattern Delta can be more useful than APB on a sci, since it gives you a resist buff (slows your death spiral) and can be cast on a teammate.
Should be a good drain build.
Phaser proc works for pvp. But like all others, it doesn't trigger much. Even if you get lucky and shields get disabled, your beam boat won't manage the spike necessary to kill it before shield comes back on.
The fundamental problem remains: You don't have the pets and/or sci heavy boffs to make a real drain build, so it won't drain enough to matter. Not to mention your tac char probably isn't specced into it.
A couple of deflector officer doffs and he can run ES2 most of the time, which is a pretty decent drain. And the drain from subsystem targeting lasts for 15 seconds by the way.
The tac char he showed is speced fully into flow caps so that is not an issue. Yes a ship like the Mobius Destroyer or Voth Palisade make better drain boats, but this one seems fine enough to try out.
Finally, and it's because you keep insisting on it for some reason, no, pets are not required for a drain build.
I have to add one more thing. I just noticed it's target subsystems shields III. The drain put on the shields with flow caps speced must be pretty nice combined with energy siphon 2.
