Been promoted but can't spend skill points on new skills

Hi all,

I've just been promoted to Lieutenant Commander and I have 5000 skill points to spend, I'm in my new ship however the game will only let me spend my skill points on level 1 skills not my new Lieutenant Commander level 2 skills.

I thought it might be because I need to completely rank up a level 1 skill before being allowed to progress to the next skill in that section but nope done that and it still won't let me work on the next skill along.

Little help please :)

    You have to spend a certain amount in your T1 skills to open the T2 (Lt. Commander).

    Just spend a few more points in T1 and it should unlock.
    Fed: Algedi (VA 54 TAC), Shota (VA 51 ENG), Altair (Cmdr 27 SCI)
    Klingon: Kordoch (LG 52 TAC), C'ara (LG 51 ENG), Kah'lan (Capt 30 SCI)
