I was thinking lately about a few of my Duty officers I've had on board my ship for a very long time. Some I use occassionally, others are staples in DO missions on a regular basis.
Why is it that they aren't recognized for their hard work?
I'd like to propose a system where I, as Captain, could promote them after they have proven themselves through the various tasks I assign them.
By promotions I mean changing their 'quailty' (Common to Uncommon, Uncommon to Rare, etc).
The DOs in question would have to earn the right through experience (think Chief O'Brien - he certainly made his way up from a 'Common' DO in TNG to a 'Very Rare' DO in DS9, probably more like BO
).
Let's say every 100 DO missions that a specific DO successfully completes (or 50 critical successes) he earns the right to be 'promoted' to the next higher quality color. This is entirely up to the player as Captain to decide. Of course there should be some balence mechanic - if a Captain promotes a DO, that DO is 'bound' to that Captain (in the same way using a DO in a Space or Ground slot binds them to your character). Promotions could also cost EC or Dilithium as well (though what the logic behind this would be I have no idea! :P)
What do you think? Shouldn't DO's get better over time, as they are used more, gaining more experience and becoming more valuable to the crew overall (if a Captain decides they should?)

The devs also said that it won't happen. The system is not able to give DOFFs experience. They could fake this by making four Versions of every single DOFF, but that would increase the database demands by 300%.
