    No, Romulans have enough broken ****.

    Plus, not a single shuttle has a Lt slot of any kind for a reason.

    Still wouldn't be able to slot APO, so my vote is LTC.

    And have to pick between CRF, CSV, and APO? No, much better to go ahead and round it up to a commander so you can have actual options against those klingons and feds with their OP timeships.
