I'm currently playing as a Klingon and am now rank 23 but I don't recall ever upgrading to a new ship. I haven't played for a while and am currently running around the Klingon First City doing tutorial missons, I guess something was reset in the game since I last played. My question is; how do I get a new ship? I should have got one at rank 20 but cant figure out who I have to go to to get one. If I go to the shipyard I have to pay dilithium for a new ship but I don't have enough. Having played as a Starfleet character before you usually have to go and see the Admiral on ESD before hand but I don't know where to go on Qo'nos. I still have a B'rel Bird Of Prey. Please help!
In the KDF, the 'Promotion' missions are given by Chancellor J'mpok in the Great Hall on Qo'noS - First City. After he gives you the mission, you go to the shipyard and finish the promotion there by receiving a new ship.
If this doesn't work:
There is a mission that has been implemented when the KDF faction was made complete from level 1. That mission is called 'Test of mettle'. This mission has you assigned to your new ship at level 10 as a part of the mission. The thing is - this has been poorly implemented, so if a player doesn't do the story missions and just plays other content to level, he will not reach the mission and not be given a new ship at level 10 as a consequence. As you can expect, if you don't get that first 'promotion' you can't get the second and so on - I assume that's why you don't have a free ship.
Try running the 'Test of mettle' mission, you can find it in your missions tab under 'Episodes'. If it's not availible because you have other missions to do before that, just skip them and do that mission. That should solve your problem - once you get the lvl 10 free ship, you'll be able to do the further promotion and get the lvl 20 free ship as well, I think.
There is a good chance that you might have created your Klingon before they introduced the lvl 1-20 Klingon material with Season...something. So you may not have gotten a new ship as you started with the Commander lvl ship and haven't leveled past it yet. Just a hunch.
*Edit* Sorry I didn't notice the B'rel part of your statement. If you can only buy one for dilithium, I believe that once you finish the run on the main city tutorial you will be able to claim a new ship.

Ah, so you've made your char. before the KDF was expanded into a full faction. No worries, you should have all the new missions except the new tutorial availible retrospectively.
I'm still pretty sure that the 'Test of mettle' mission is causing the issues you have. Even if you started before the KDF expansion, it attaches the new missions to your char. For example, I had the 'Test of mettle' mission added on my KDF chars I had before the expansion.
Open your missions journal (J) and see if this mission has been added to your 'in progress' tab. If it's not there, go to the 'episodes' tab - the 'Test of mettle' mission is the third one in the 'Warzone' chapter there.
It's a mission designed for lvl 10, so since you're lvl 23 you can just skip the other missions before that one in order to access it sooner and get a new ship right away.
The problem I have is that only the Empire missions are available to me in the Episodes tab, if I go to Warzone they're all greyed out including Test of Mettle and talking to Chancellor J'mpok doesn't work either. It seems I have to play through the Empire missions before I can unlock the Warzone ones.

In "Bringing Down the House", after the farmers have told you about the Romulan, the mission objective doesn't change and you can't progress. Yes, you can skip the mission, but in doing so you miss out on the freighter-call, a tac BOff, and a disruptor induction coil. What caused this bug? I spotted it right after they did a patch to make the farmers have gender-appropriate VOs.

You mean it doesn't give you the option to seek and destroy the transmitter on the hill and all that follows? I haven't played with new chars through it, so I haven't noticed.
You should report this in game as well as the bug section of the forum. It's a very early mission and could be dissapointing to new players that could just give up at that point, it needs to be fixed asap.
I didn't have any problems with "Bringing Down The House" for the KDF character I created last week. The only mission that has been giving me problems for both my Fed and KDF characters is the "Step Between Two Stars" Dyson Sphere mission. On the Fed side, the bug I encountered was the infamous "black screen" as soon as you stepped into space with the EV suit. For my KDF, Voth enemies would not spawn in the station, thus preventing the mission from progressing.
