Gear quality is slightly eclectic... this isn't my main character so it doesn't have premium quality items right now.
This build is doing well enough in STFs - drawing and holding aggro with FAW + Attract Fire. A little bit lacking on the raw firepower side, though.

Can you sustain an over-capped weapons power using double FAW with only one copy of Emergency to Weapons? I think having good power management is a more important foundation for a beamboat than an abundance of tactical powers, like what you have given yourself with the Lt Cmdr Tac universal.
If the Elite Fleet Shield is accessible to you, then get that over the weak Jem. Retain the 2 piece Polaron boost by getting the Jem Deflector. Same with an appropriate Elite Warp Core (X->W if you are having the aforementioned power problems).

About the power - not really. Being an Engineer helps, though, as I get a bit of power for all subsystems on either EPtX ability, as well power-boosting captain ability. If I were to swap the LtC Tac BOff for an Eng BOff, though, I'd be left only with Ens/Lt Tac BOff powers, which don't offer much flexibility for weapon choice.
As for shields, I know the Jem one isn't the best, but I can't afford a Fleet shield yet. The Dyson Hybrid shield coming with the Anniversary Featured Episode might be a good candidate in the meantime.

You might try Attack Pattern Beta 2 instead of Attack Pattern Omega 1, though you loose out on the movement buff it gives. Maybe switch EPtS and EPtW places for more overstack on the weapon power.
With or without the layout change, switching to Nausican BOffs with Pirate Trait is a pretty cheap way to get more damage, each one is 1.5% more end-of-calculation damage.
Also, what DOffs are you running? With the layout shown, I'd go with Conn Officers to reduce Tac Team cooldown and buff Attack Patterns (2x purple perferred or 2x blue and 1x green for cheap), and then blue or better Damage Control engineers with chance to reduce cooldown of Emergency Power abilities filling the rest. That'd let you have constant uptime on the Tac Team, and high uptime on both EPtW and EPtS boosts.
Beyond that, there's Mk XII/Fleet upgrades for your Tac consoles and weapons, going with Romulan Plasma (dropping the Dyson console and Spatial charge for the Rom Uni console and another [Pla] Embassy console) or doubling up the Nukara weapons/console set along with the forthcoming Lobi store set to double-dip Tetryon damage boosts.

Efficient stacks, but I see little reason to use them with the BOff layout you have. You're not gaining much power at all by using them. Even with Weapons preset and switching out the Lt. Comm. for a Sci with Gravity Well, you'd gain more by stacking Pirate instead, as that even enhances Particle Gen based damage.
Subterfuge is only giving your ship a minor Defense buff, probably not worthwhile on a large ship such as this. Superior Operative would be nice after next patch, which fixes Crit'ing on FAW, and would be one of the few things I'd consider over Pirate for BOff traits when going for damage.
Polaron can be fairly cheap for the mid term, Mk XII purple beam arrays with decent mods aren't very expensive, DBBs even cheaper, and Mk XII blue Tac consoles are fairly cheap too (huge spike for Mk XII purples, so probably stick to blue until you can afford the Fleet Tac consoles).
