Well, aside from looking on the exchange under "Systems Engineer" (I believe it's a subcatagory of "Operations" doffs) and crying about the 30 million EC price tag...
I know Aegis sets sell well and Fleet ship modules do as well if you can afford the zen to get them or the dil to make them (in the case of the Aegis set)... sell 5 FSMs and you'll have your doff.
the keys normaly sell best...especially inbetween lock boxes, when they reduce the zen price on keys.
1 key = 1,7 to 1.9 million EC
that is like 18 million for 1000 zen

To break it down simply: You have to use a Temporal Beacon (which can be obtained via the Temporal Lockbox or via the Exchange) to initiate a Duty Officer mission associated with said beacon. If you critical success the mission, it will award one of twelve Duty Officers. One of these officers is the Marion doff.
That's why it costs 30 million EC on the Exchange. It isn't exactly easy to get. Even if you have a doff setup that almost guarantees a critical success, you only have a 1 in 12 chance of getting the Marion doff.

Using Marion is like using Quantum Singularity Manipulation. It's an 8 second fleeting bonus. I'm convinced the Voth diplomat is the counter Cryptic came up with since it drains weapons power.
I got a Marion today by opening a temporal duty officer "box" I got from a temporal lockbox. I was rather shocked to see the "cheapest" KDF Marion is 50 million ec. Get mine for 49 !

I must have really missed out on when all of this stuff was cheap. I still hear of instances when things like the Plasmonic Leech only cost a million, where as now it's 20 mil a pop. ( I got a real bargain at 7 mil compared to todays prices) It sure is tough for casual players just starting today to get to a point where they stand a chance considering the significantly higher cost of entry compared to what Veterans paid. No wonder pvp is so neglected by the player base.
