No KDF Doffs with +Willpower roster power?

As the title states; why are there no KDF Duty officers with the chance to provide +willpower with science/medical buffs? I can understand KDF not having 'Counselors', but why don't they at least have a variant of Medic or something else that carries the +willpower roster ability.

With all the CC (stuns, roots and such), why do half the factions in game have no access to this DOff power.

    I heard rumor you could get counselors from starbase doff packs, not sure if it's true though.

    They are rare but i have one so they exist.
