For Tac officers of course the Scimitar is usually the first choice but they all have their own perks.
You'll find yourself dropping at least one or two of the bundle consoles. I use to swear by them when I first got mine but found while they do have niche uses, they hinder the potential somewhat of the ship. I still use 2 of the three consoles, ditched cloaked barrage. While fun, not useful enough.

I actually do not care for cmdr engineer slots, so the officer layout is fine.

I think you might be a bit confused, as all 3 ships have the exact same boff layout. The only difference between the ships, is their looks/console layout/bonus power to X subsystems/and unique universal console that comes with it.
Can someone tell me how the cloaked barrage works? it seems like i am being targeted even in PVE by AI ships......
Well it's supposed to keep you cloaked while allowing you to open fire for a short while, but from all the actual usage I have seen in person it slightly makes the ship visible during its use.

Cloaked barrage reveals you a little, but not a lot. If your drones are already attacking the targets, you will remain ignored. However, if you have nothing already firing on them, you will be attacked.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
