Oh, that's easy, the hangars are more versatile. You have far more combinations of pets and weapons and boff abilities than you could ever have of...anything else.
That one was sort of a gimme. See cause like if you don't have the hangars you only gain two more weapons slots, but you LOSE two weapon types. So yes, much less versatile.

I kept my refit anyway. Obelisk is like almost free to gear it out in AP beams as well. Like if you don't want to blow a lot of coin on it. Or you could blow some coin and get VOTH AP Cannons and all sorts of stuff.
There isn't an easy answer here, it largely depends on your build,play style, and the content you intend to play. As a rule I generally prefer having more beams then carrier pets in PvE. Although on my recluse I'll gladly give 2 beams up for the "Advanced tholian mesh weavers", that have both beta 2 and fire at will. I guess I'm jaded since I don't find fed carrier pets largely worthwhile.
I would say that the hanger bays add to versatility. They can have fighters to replace weapons or they can have heal drones to buff yourself or to buff allies.
For me, I'd say both are good for what they are. As some people said, the Obelisk has versatility with the fact that you can fit just about any pet into it, which is always a plus. The Ambassador, though, has a bit more maneuverability and power behind it, what with its extra weapon slots, tac console slot and JUST slightly better turn rate (7, which is par for the Cruiser course)
In the end, it's really up to you and how you want to do it!
hangar>rear weapon slot (beam or turret)
front weapon slot (if it can support DHC)<hangar (if the hangar pet is TRIBBLE)
otherwise, hangar is allways better
i'd consider the swarmer pets TRIBBLE
between the ambassador and the obelisk, i'd go with the obelisk.

No you're not. That's why so many have been crying for a federation Frigate. Those paper thin fighters are warp core breach magnets.

but actually it isn't like that. reasons are:
1. they die like flies. really, their "time to live" 30 sec to 1 min. warp core explosions as well as many AoE skills kill them with 1 hit. established practice in all games with pets is that they up to 90% resistant to all AoE damage skills/effects or even totally immune to them.
actually it is in line with science therms since both energy weapons as well as explosions should have much less efficiency on smaller targets. smaller nimbler fighters are much harder to hit then a slow starships. and explosion affection proportional to size/mass so where slow and big ships would be teared apart small and light fighter would be just pushed by them.
but i can see that expectancy is too much for a sci-fi game to follow the basic physic laws.
2. their AI is just terrible, UI very irresponsible. while they live you will have to do overtime work to keep them on the targets you want. they fly away, get stuck or just drifting in space doing nothing.
because in all games my favorite playstyle is summoner/necromancer/minionmaster i can tell that pets AI in STO are worst of all.
considering that you end up better having 2 beams then 2 hangers.
as for me i will never ever play pet ships in this game again.

yeah all valid and such, but when confronted with parsed combat logs, most hangar pets do more dmg overall than a weapon.
Only a DHC on an escort may parse higher than the fighters of a single hangar bay. Really not a theory, that is hard data.

Not only that, you get a damned good escort ship out of the deal if you get it. Best hangar pets for your JHDC, and when you wanna fly something small, nimble, and better than any other scort, you have that as well.

I've been saying this for the longest time. Our Exchange reflects the American economy (mostly Wall Street). Cryptic is the government, they are allowing these insane prices to continue. Though they have the power to CAP it and oversee this craziness they won't. All the same stuff our Government is doing on Wall Street. The crash that crippled our planet in 2008 was nothing. Just wait till it happens again.
Our U.S. Government is owned by those guys on Wall Street. They're the one's that back their campaign. Cryptic is owned by all these people that spend money out the noise for this game. They won't cap the Exchange to 10 million (for example) because those people who spend so much money will stop playing and spending money.
It's a vicious cycle.

Oddy is a decent ship.
But when it comes to pets vs weapons it all really depends, mesh weavers and elite scorpions are total damage dealers.
Runabouts and delta flyers, well not so much.
It all really varies. HEC is a pretty devastating combo, as you can place yellowstones on it to hold ships while you hammer the life out of them.
