Can anyone answer what effects it actually has? I've tried looking it up in the STOpedia and forums but everyone keeps talking about the damage it does and such and I can't find a real answer to my questions.
Question is this, does the Heavy Graviton Beam actually disable Weapons, engines, and axillary for 5secs? I'm building my tact around alpha damage and if this is true then this would be the best ability ever. Thank you for your time.
The beam temporarily disables the ship, and gives it a gentle push similar to a tractor beam repulser.
For most players, it's little more than a distraction. Not strong enough to effectively disable the big ships (cubes etc), although the 'repulser' effect is decent as a backup to legit TBR.
I would not design your build around it; think of it as a minor bonus, but not an effective tool.
There is one bonus you get from having it with a alpha and that is the push, this allows you to push your target the direction you are flying. It then would allow you to keep your guns on your target while flying towards then, damage it not going to be great because aux power increases the damage. If you are going to run a set I would run the omega for the shield energy drain proc or Borg for the heals.
Its not for cubes and what not for pve this is strictly for pvp. If I can disable a ship for about 5 seconds after my second volley it will help my dps A LOT. Even if its the first volley it will still help to keep a ship completely still for 5 seconds.

Thats not entirely true. Its good if you get caught in a Borg Cube's tractor beam and need to get free and lack an ability to do so besides Evasive Manuevers. But yeah besides that, its really a PVP function.

I believe it's countered by both Inertial Dampers and Subsystem Repair (the disable is boosted by Subspace Decompiler, which is rather hard to increase), and there are a lot of engines that get around the impulse disable (KHG/A-MACO limits it to 1 sec, MACO/A-KHG or any other [Aux] engine gives you 25% impulse when disabled).
So again, it's one of several tools that you can have available to you, not something to focus your build around.
It is basically a photon torpedo hit, a single very strong TBR pulse, and a VM1 that hits all 3 subsystems at the same time.
I don't know about you, but I can think of plenty of ways to use that baby! I even get to use full maco on some of my ships so I get to use it.
The disable is the exact same as a VM1 at the same level of Subspace D, but a Viral is over time, where you get all 3 at once with a graviton beam. I can't remember off the top of my head, but I'm not even sure VM1 hits 3 subsystems without a doff... It might only be 2? And they are random at that.
