Hey there, long time player, not much of a builder, but I am looking for advice so that my ship can be competitive.
In short, my character is a grounder, but I play space pvp with him too. I usually play cruisers but I decided to try to make this character a decent escort vessel. I choose the Chimera and I like it. Plenty maneuverable and well balanced. I thought to give both the Dyson set and the protonic arsenal set, throw on some of those new protonic polaron weapons, make it a hit and run kind of vessel, and there we go.
It's not bad, does ok in PvE, but I'm still finding myself severely outclassed in PvP. She hits hard but not hard enough, and she's a little flimsy.
I'm hoping to get the fleet Chimera in a few weeks once my fleet gets their spire to tier two. Before then I need to figure out how to make this Chimera work.
I need to brainstorm how to best configure DOFFs, my BOFFs, my gear, my consoles, everything. Looking through these forums has been inconclusive. I need to know what works. Any suggestions, ideas, brainstorms would be greatly appreciated.
Well if the sky is truly the limit when it comes to expense this is the build I would go with for PVP.
I have used it and found it to be rather effective with my science captain.
Your going to need three damage control duty officers to reduce the cool down on EP2X abilities. These will let you run any two of the EP2X abilities on the build with 100% up time.
You will also need two con officers to reduce the cool down on tactical team. This will effectively buy you the benefit of two copies of the ability whilst only using one ability slot.
If you can get some one to invite you to a T2 spire, or if you have access to one already you can use the 6th active duty officer slot on either a warp core engineer to remove debuffs or a con officer to recharge attack patterns.
The choice of phaser weapons is to complement the phaser lotus, which benefits from phaser damage type consoles. Although the lotus itself might not be reason enough to equip the console, the bonus to targeting systems from running in tactical mode is.
weather you chose to use elite or advanced phasers is a matter of preference. There are good cases to be made for either one.
The leach, engine and warp core will all go a long way to keeping all your power levels running high. With high shield power a (reg) fleet shield does well, however if you would prefer to keep both a (resa) and (resb) shield in your inventory and switch them as appropriate that is a very popular option.
Many people prefer a two set bonus over the benefits of the fleet engine and deflector (more sub system power and faster science ability recharge). If you are among them then the borg deflector and engine would be a popular choice.

Budget: The sky's the limit.
Preferred Weapon Type: None. Tend to go for synergies (if it's a romulan set I'll use plasma, etc).
Style: Tend to go for balanced, but if I had a choice it'd be a dogfighter.
Other Limits: This character has to have maximum skill points in his ground skills. He is first and foremost a grounder.

3 techs, 1 rsp doff, 1 warp core eptX cleanser doff. 1 of your choice.
