I've been scouring the forum to find threads that discuss that shield build people pop up and say here and there. They say they have someone in their fleet that can have two people pound on them but never bring his/her shield down.
Sounds awesome but what is that build? Reading numerous threads I've pieced together some information but I can't confirm if this is the correct build.
Some say have the 2 piece borg engine and deflector set and use MACO shields or Fleet Resilience if you can get it. This helps in hull heal and have great shield capacity if you also add the science console to increase capacity.
I'm an Engineering Cruiser person. I like the Odessy and looking to buy the Tal-Shar Battle Cruiser to use. Fleet Avenger wouldn't be bad option either if i want to go more dps.
In any case whatever ship I use the set pieces along with the Bridge Officer Skills will matter if you want average to high tanking ability.
I would love to get the answer to this if you know this build.
*Side note: Would 2 piece borg and rest dyson set be a decent combo. Get the hull regen and shield tanking despite low shiled capacity.
3p borg provides an excellent shield heal but anyways...

If you run out of shields, your flying it wrong...that is one hard shield to crack...
It used to be 2xBorg + Maco shield, now it's the elite fleet shield.
now for making it harder to take down, there's shield caps, regens, and resists,
all accomplished through a variety of equipment and skills. oh, and shield power level.
I did a sheer shield capacity build, I reached 20k per shield facing, I took the fleet Nova, dropped a Vrare Mk 12 positron deflector on it with all the shield mods, 4 mk 11 rare field generators in the sci slots, used the Aegis shields but decided to lower my cap a little and take fleet resilients to increase my effective HP, running emergency power to shields 1 at global cooldown with existing high shield power is good for the extra resistance and regen, plus every 30 seconds you get a small shield heal.
Running Transfer shield strength at global with high aux helps to (I'd favour running EPtS2 with EPtA1 using 3 cooldown doffs to keep both up full time) and keeping tactical team's uptime as high as possible to not waste any of the shielding you have also helps a lot (You can use conn doffs to do this).
This setup was able to take a good beating and eventually died of bleedthrough with the shields barely scratched so carrying a polarise hull and hazard emitters is a good idea as is running a couple of resist consoles
Oh... and one more thing... engineers as tanks are over-rated, sci does it better (science fleet gives 33% shield damage reduction)

Probably go with a jhas with the Mk xii Jem hadar set, use polaron of course. Single dbb, perhaps elachi. Use cannon buff stripper doffs/beam overload bleed doffs. Rapid fire/attack pattern beta/dem...Perhaps a tbr with reverse doff...
Could be interesting I suppose...cannon buff strippers and the buff stripper Jem hadar bonus...and the polarons thing to drain energy away....
Maybe energy syphon and tykens rift backed by flow cap embassy consoles.
A jhas drain/buff stripper build....i don't even know if I want to out that build on the forums...
Depends how you want to play it. It isn't a bad idea to drop their shields as fast as you can. Syphon drain, that breen console set is awesome too. if you can get to the haul quickly it'll be great. I'm a fan of using tetryon beams especially the nukara ones to compensate for a lower dps i currently have. It works nicely. I have much to tweak with. If i can apply the survivability and build on that i think I can get where I want to be.

It sounds like a nasty build there. The key would be to slow down the target's HPS enough and reduce their resistances enough so you could take them down before they got a foothold. Once a resistant cruiser gets into the groove, it becomes a war of attrition and the ship with the higher hull will usually win.
If you don't mind running with high shield power go with the Dyson Set, 1264.2 damage healed every 6 seconds and over 45% shield energy resistance, 65% shield antiproton resistance, the Hyper Regeneration power which heal 3600 hp per facing when activated and boosts shield resistance further for 10 seconds, full set also gives you a more resistance when your shields drop to 50% for 15 seconds once every minute. The 2 piece set bonus grants greater resistance to energy and shield hp drains. The trick is to keep your shield power at 130 or close as that gives 35% resistance or higher and boost your high regen rate by 4% per point above 50% shield power.
My Wells and now Palisade don't run a TT at all and I don't have 20k shield facings. The ships are extremely tanky while sci ganking and healing.
If part of a coordinated team an escort or teammate can always throw you a TT.
Mmm, I just think it silly to have 20k per shield facing and not use tac team, you'd never manage to use all of your shield HP which would be a waste so yeah...

Use Sci oddy for Sci slots. Use all Dyson shield consoles with shield cap mod (these can be found in your Dyson rep store) using 4 gives you a 40% chance to get a shield boost on any shield heal activation
Figure out what kind of damage you take the most (phaser,disruptor etc)
Use all eng slots for very rare Mk xii hull res consoles that cater to those weapon types
That will make you laugh off any bleed through.
Get 2 blue or higher brace for impact doffs they give your brace for impact a shield heal
Get Batt doff it gives your shield batts 10% shield
Run 2 epts3 run 1 emergency power to aux one(use it in between epts cds)
This boost your aux power meaning hazard emitters and transfer shield strength heal more
Ohh use 2 hazard emitter ones and also try using a rsp or two incase you encounter a bdps ship and cant respond fast enough.
And yah I basically just gave you the basic run down of my build
