Would you use it? If so, which characters would you change, and why?
For me, I pretty much exclusively play on my Joined Trill engineer toon- I have others in various factions that I mostly use to store stuff in the bank, pick up free ships, and experience their unique content, but I've never really enjoyed playing them as much my engineer. Even the ones I've painstakingly grinded up to level 50 have barely touched the rep system- even the easy stuff like Omega.
Having played both tacs and sci characters, I definitely like having access to the engineer's miracle worker, but have to accept that I will always be 'second best', if that at all in any role I take. Even as a healer, a science character will be able to do it 'better'.
The worst part about this is, of course, that I have a tactical bent- I like flying tactical focused ships- especially cruisers, but as an engineer I don't really have any powers that enhance my damage output. Power levels are nice, but easily compensated for, and I find myself endlessly wishing I had subnuc or scattering field to complement my preferred build.
With that in mind, I think I'd definitely give serious consideration to re-profession as a Science Captain if Cryptic ever released the option to do so.
Would I miss being an engineer? Sure- miracle worker and max power is very nice- but it isn't what wins games. I'd rather be able to eke out 50-75% more damage, or to subnuc and sensor scan someone than have an extra reserve 'oh TRIBBLE' heal when staying alive doesn't really help me kill people faster.
Not sure how useful they would be these days, really. All that really holds characters back are the the lobi items you've got on them, the lockbox ships they might have and the passive traits, pretty much all else can be gained from leveling or using a rep token.
Nice to have them, though.

I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.
I must admit, respect points to Trendy for laying down the law like that.
i would consider turning my fed eng into a fed tac, so i could have a fed escort/etc captain and a fed cruiser captain like i do for kdf. at least its a level 50 character, wouldn't be as bad as leveling something fresh. rep sponsorship might make me willing to do that
As long as the price wasn't too high I would experiment with turning my eng into a tac to see just how much dps I can really push out of my build but then I'd switch back because I like being an eng and not a tac :P
Kraven's idea of a re-faction token sounds way cooler!

aslo Eng do make the best healers
I make all my toons being I like having classes in all 3 factions:
3 Feds
4 KDF (1 being a dedicated ground toon)
2 Rom (haven't made a Rom engineer yet, can't bring myself to do the story missions)
Human tac, Human eng, Fed-Alien sci, Klingon tac, Klingon eng, Orion Sci, Lethean tac, Reman tac, Romulan sci.
Now if they ever released a re-species token...I'd use the hell out of it.
