My problem is that I never get the option to beam down to to Hobus 1! It takes me, like, 15 minutes to drive of the D'deridex, but I never get the option to beam down, and eventually the Warbird is repaired and returned. WTF??
You get attacked by the ship and fight him until he disappears. Then you continue on with the mission, taking out some easier-to-fight ships, then he comes back again and you have to do the fight all over again.
After the second engagement (where you fight some more of his friends), you should be near the part of Hobus with the giant orange shield covering it. There's a thing you scan and then you're able to beam down to the planet.
Get ready, though, because the ground mission is also really hard. There are Roms/Remans everywhere, and you're supposed to run back and forth all over the map, shutting down reactors, re-starting reactors, etc.
After that, you go back to your ship and fight the main bad guy AGAIN, this time to the death. He brings friends along that time, too.
I usually just skip this mission and move on to the next one. At level 50, for completion sake, I take my alts back to this mission and try it then. it's still tough, but at least you're not completely overwhelmed.
Last week, I took my Tac Admiral flying a Vesta into this mission for the first time with the goal of zero deaths (for me or my BOffs). I did it! Of course, knowing the mission helps. On the ground portion, I purposely went around and killed every single enemy on the map, whether I needed to or not. That's my way of telling the NPCs how much I hate their mission! LOL
Seriously, though, skip it for now and try it again later.
Either way, you will definitely need Tractor Beam Repulsors in order to destroy all the plasma torpedoes that come your way. Also, attack-and-run as a strategy. Fly into range, unload on him, and then run away like a little girl. (Don't worry, nobody's watching, and it'll keep you alive!)
Dodge, weave, flee, use that power that everyone gets (I can't remember the name) that looks like a crooked downward arrow and that makes you turn and fly really fast for a short amount of time. Use that EVERY TIME it's up.

EDIT: You know, they should consider adding this mission (Ground portion and Space portion) to the PvE Queue and give out Fleet Marks and/or Romulan Rep Marks for it. This could be a fun and challenging couple of missions for a PuG.
What? Tough mission? Since when? There are only two difficult parts to the mission - fighting the D'deridex with a poor ship, and the ground boss with his psi clones.
To beat the D'deridex: D'deridexes are easy if you know how. Stay more than 5km away as you shoot, this will give you time to react to the D'deridex Death Move (tractor beam + volley of heavy plasma torps). The first step of reaction is to break the tractor lock, so have either Attack Pattern Omega or Jam Sensors ready. When the torps launch, you have several options depending on setup. 1) Run away with Evasive Manoeuvres and drop mines between you and the torps, they'll blow each other up. 2) AoE abilities like BFaW or CSV, or a point defence console, will take out at least two of the torps, and as long as your facing shields are up you'll survive the one that gets through. 3) If you have nothing else, manually target the incoming torps and shoot them. If you have Scramble Sensors, you can often get the D'deridex to shoot one of its' own torps for you.
To beat the ground boss: Right before you get to the last console, spawn every turret, generator, explosive, and drone you have available. Get through the dialogue, then spawn any minions and activate any buff powers (including cooldown buffs) quickly. Concentrate on the boss, and use AoE powers centred on the boss when he starts spitting out his psi clones. Plasma grenades are good, as is exothermic induction, but the long lead time of orbital strike makes it less useful (although, if you have orbital strike, you should have a kit with phaser turret, quantum mortar and seeker drone available).
