If you hit U to go to the Character screen you can right click on the Armor and disable visuals if that's the only problem. (Just in case you didn't know)

Gameplay answer: The Voth Boff is a special non-customizable Bridge Officer, just like the Jem'Hadar, Breen, Borg (accolade), Photonic (Science), Photonic (Tactical) and Reman (Feature episode) boffs, so nothing you do will ever make it display the armor visually. Tough cookies.
Lore answer? Technically, the Dyson suit is a Dyson suit, not a VOTH suit. Note that none of the Voth NPCs you fight are ever seen wearing that specific armor. Though the Dyson armor is clearly based on the Voth armor, all manner of changes might have been made that make the specific armor pieces incompatible with Voth physiology. OR, the Voth Boff could already be wearing his "Voth Armor", via his uniform. The Dyson heavy armor technology is simply "plugged in" to his suit and made to work that way.
There, use your imagination! There are so many niggling issues that can be made completely irrelevant if you just apply a fraction of brain power and self-delusion.
