The Deinos is identical to the Peghqu' in every way except it has a Romulan Battlecloak and singularity powers.
They both have a slightly lower shield mod than the Chimera to compensate for their ability to cloak.
I don't understand how you could possibly think the Deinos doesn't measure up.
i just made vice admiral this morning. been playing offline games and tor and other characters. so i dont how Deinos compares. right now trying to figure what matches my playing style and my tactical background

Mostly because it's functionally obsolete compared to the other ships of its faction. But that's more an issue with how bad a job Cryptic did with balancing the non-vet Romulan ships than it is a knock on Daeinos
I have the Deinos but I've noticed my Valdore-R (Mogai is not the official ship class, its Valdore-class as per it's creator John Eaves, come on cryptic!) performs better with the same load out.

No kidding, especially as were suppose to get a Vet ship on par with the Chimera and Peghqu'. I'm not sure if the Daeinos really measures up.
