The [AMP] core gives you an increase to ALL damage you do (weapons, sci powers, everything) for every subsystem that is currently at or above 75.
If you run weapons at 100 then that's +3.3% damage. If your shields are at 50 and you have various boosts (maybe the leech console or something) then you've got +6.6%. Pop a aux battery and you got +9.9% all damage for a short while.
Power level resistance is used to slow down the drain from firing weapons so your weapon power stays as close to 125 as possible so you do the most damage. Regeneration is the rate it refills.

I've got a couple of builds running that continuously have power topping 125/75/75/75, and thus get a 4 x 3,3% = 13,2% damage boost. All the time.
I've still to find a warp core that can argue with that kind of results, for my non-sci ships.
