If you want to melee on the ground, Vulcans, Klingons, and Caitians are quite good. Aliens offer a lot of choice but you miss out on species bonuses.
I personally wouldn't let space choices dictate your decision that hard. If all you care about is space, play an Alien, Borg (if you're a lifer), or Human.
It probably depends a lot on whether you mean space or ground.
TBH I'm not really an expert in that regard but for example Andorian traits look pretty good to me if you're looking to do some serious damage on the ground.

Whatever race you always wanted to be in Star Trek if you could choose is the best race for you. Don't get hung up on traits, at least not Fed side. (if we were talking kdf pirate or romulan operative maybe it would be different) But on the Fed side, play as what you want and not what you think is tactically the superior race.

What I use and recommend for my toons and my Boffs (all factions):
Federation: Human for the leadership trait (Increases Subsystem Repair and Hull Regen Rate in Space)
KDF: Nausicaan for the pirate trait (+2% all damage in space)
Romulan: Romulan for the Subterfuge trait (+Stealth while Cloaking, Bonus damage when exiting Cloak) and the Covert Operative selectable trait (in space +1.5% Critical Chance, +3.8% Critical Severity, +10% Power Recharge Speed for Cloaking)
The only time I use anything different is just for Roleplay or fun.
On the federation side I have a custom-made (alien) Cardassian toon with all Cardassian Boffs (female science and engineering, male tactical).
On the KDF I have an Orion male with an all Orion female crew for my own amusement and occasional Roleplay. Then there's the constant hilarity I get when on Nimbus or the Dyson sphere and see other players drop what they were doing just to stare at my Boffs. The double-takes are exceptionally funny.

For captains, Trill and Liberated Borg are generally consider the best, although the former is a c-store unlock and the later is only available to life-time subscribers. Aliens are nice because you get extra flexibility with their traits, Humans have an innate bonus to ship repair which is useful in space combat, and Bolians and Benzites (and Aliens) have access to the "efficient captain" trait which is also decent for space combat.
For bridge officers, the best option for tacs, regardless of faction, is undoubtably Romulans with the Superior Romulan Operative trait. This gives you a major boost in the critical chance and critical damage done by your ship. If you're looking for a bridge officer exclusively for your away team, the Breen you earn from running the mission "Cold Storage" during feature episode reruns is the probably best, and if you can't get him, the Jem'hadar from the running mission "Facility 4028" at any time is arguably just as good.
If you're minmaxing, Fedside it's human (boosts to ship healing), liberated Borg (boost to warp core efficiency, meaning increased power levels; friend of mine has a Lib Borg who is next to indestructible in this build), or joined Trill (boosts to several space skills). Yummeh! Did you commission that artwork, or do it yourself? Either way it's gorgeous and frame-worthy. And while it's only my opinion, I personally think Orions have nothing on Andorians as far as beauty and attractiveness go. Hell, I'd put them third behind Trill as well. Maybe green just isn't my color.

Andorians used to have Fury which was awesome, the equivalent to 'Go Down Fighting' on the ground. You can still find BOffs with this trait. With the trait revamp this was made into the general 'Andorian' trait. Probably my favorite.
Rigelians have Spirit Walk which is good +Res for tacs. Klingons have Honorable Warrior which is good for damage. Bajorans have their general trait plus Soldier. Pakleds also have Soldier. Caitians have Pounce or built-in 'Lunge' if you want to drop the Zen.
Those are my favs but it's really up to the player. You can never go wrong with Humans either.
The Rigelian spirit walk does seem col, but they are full on fugly..Bajorans are closer to my cup of tea, but don't seem all that note worthy compared to others.

Though caitans CAN get the mega jump, but only if your willing to pay for it
