I did discover a small workaround to the rage-inducing npcs on the platform. If you move all the way out to the outer railing and turn to face the center of the platform the voices stop. Granted that doesn't really help unless you're looking at a menu or doing something else stationary.
It does seem to me to be a bug since the voices are so much louder than everything else.
Don't mind them at all, the presence of a "godly" being, should not go down quietly. If this had been in the primary setting, it would be another matter entirely. But it adds to the "flavor" of the area. I can appreciate the humor behind it, although they are stretching the limit of the Romulans as always. But in the wonderland, weird is weird. That is as it should be. The sycopanthic worship makes me smile, in fact.
I'm not going to complain about "excessive" voiceacting, when we are lucky to get any at all.

why do they always make the sounds in the event zones horrible each year. i remember risa the annoying sounds in the first week when flying through the gates.

Most definitely not... turn off your voice overs, mute your Sound whatever but don't try to ruin it for everyone else...
The only thing we need is MORE NPCs doing this throughout the game!

More sound is the way! Background Chatter on a few Stations Like Drozana, appropriate In-Universe Music Playing in the Club Parts and not just the Non-Fitting RL Soundtrack!
We don't want what the Feds have. We want the equivalent. We want fairer treatment. Concern, desire, greed to some extent, and passionate belief that the enough people would buy KDF items to make it worth Cryptic's while.

If I wanted to hear something so glurgey I'd watch re-runs of The Price is Right, or a reality TV show with so-called celebrities.
It's bad enough we have to suffer that moronic voice when talking to Horace Jones on Nimbus, we really don't need it in a fun event that people are going to play primarily to chill out from the constant grinding for marks and dilithium.
The only other NPC VO that fires off in public at random (apart from the starbase tannoy announcements, which are quiet enough to blend in with background noise) is Leeta at the Dabo tables, and that's nowhere near as a) frequent, b) annoying, and c) penetrating.
Add too loud as well (the voice volume is above ANY other VO in the game at the same settings.)
Do I want more VO in STO - yes. That said, there is a right way and a wrong way, and the stuff for the Winter Event is just plan badly done, and poorly implemented.

I've said that elsewhere but it fits in this thread (and coincides with pretty much everything you all said):
- I don't mind VO, all the VO in the Winter Wonderland seems quite fitting, BUT;
- The Epohh researcher, the Ferengi and mostly the Chef shout too loudly;
- Those three keep repeating their lines (each has got like three or four) every 15 seconds (so they spam all their lines every minute over and over).
Just turn the volume down on those three NPCs and make them only speak every so often.
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.
I'd take an option to disable them. I like hearing the Snow Overlord/Baron and the gingerbread men, but unfortunately it's too much of a hassle to keep dragging the slider around when I go to the gazebo. There should be an option to disable the gazebo voiceovers.
I also like hearing the Gingerbread Men, Snow Overload/Barron, and even the Yeti in their ares of Winter Wonderland as well, but those Gazebo Vendors and their constant annoying voiceovers is just so horrible.
The gingerbread voices make me feel like I'm in kindergarten again. And even then, I wondered why cartoons had voices like those.

Seriously. I have NEVER heard anything SO annoying in a Cryptic title EVER. Not even the constant spamming of the NW vendors hocking their wares were as bad.
If Cryptic still bothered with neat little injokes for the fans, next year there'd be some kind of mission or event where you have to kill the vendors. Or beat them with snowballs, I guess.
I agree. One of the things I enjoyed about Q's Winter Wonderland last year was that it could be relaxing. Between races and snowball fights I could just stand on the Gazebo, look at the well-done scenery, listen to the Christmas music, and (metaphorically) chill. These grating voices ruin that.

That said, there is a point in the gazebo where you can stand and not hear any of them. So you can still get peace and quiet.
