If you have a 3rd Tactical Officer that means you have at least 6 Tactical skills already. What are you really going to put there that you haven't already used?

Same thing can be said for engineering or sci focused ships with 3 ensign slots of those respective professions (especially engineering with it's limited choices in ensign abilities).
Hate to say it but that third seat can be of use even though I agree it's more redundant than what its worth. On some toons its a wasted space on others it helps me squeeze in an attack pattern when using beams. Only reason it's largely obsolete is because the devs have still not given us a viable option to mix/match weaponry like cannons and beams.
