I have saved enough lobies to get either Jem Ground set or I can get the Jem Mini gun the Voth cannon and ferenig energy whip. From what I hear the Jem ground set makes the Jem boff 1000X better. We all know he is the best ground boff that they ever gave us.;) Yes I know mini guns kind of suck in this game and don't even think about using them vs borg.
Jem'Hadar ground set is actually pretty decent. You don't need to do the stupid Reputation grind at all, you don't need to spend ridiculous amounts from the Fleet Starbase Store system. It costs lobi but far cheaper than a ship, and getting the basic components is easily done by doing a few missions.
Frakly, it's more than enough, IMO, if your main focus is space. I detest Ground to no end, and the JH ground set is good enough, regardless of the Mk XI or XII version.
I am one of the few who loves ground combat. It takes team work u can't just pull that Johny hero stuff and not die. Space is just way to easy everything is a joke more or less.
Jem'hadar Ground set euh don't know if it is good because it says you need 2 Mk XII armor pieces to give you the stuff you want so because of the typo bug the set is broke.
To bad sorry

Never played a science captain with a med kit huh.
OT:
The MK XII set is not really worth the lobi compared. Sure get it if you wont ever be doing omega or dyson rep or really want the jem hadr outfit but it isnt so much better than the MK XI to make it worth the lobi.
As for the weapons... I wouldnt get them unless you just want an unusual weapon, none are truly great weapons and you can get better stat weapons off the exchange.
Some of the consoles look like good choices like the tachyo converter. those would be better choices.

I have played a sic with medkit still can't take every brog at once in stf :P I have full omega and rom rep maxed I just wanted something a bit different. lets keep it to ground not interested in any of the space sets due to the fact I have it.
Don't even waste your thoughts on a JEM Ground set.
Anyone telling you differently has it wrong because its a vanity set.
My experience and using all of them at one time or another, I would go with the below.
Maco MXII for survivability / KDF Adapted it requires Omega T5
Omega MXII for more offense
Fleet is also great for all non Borg content
If your not through the REP buy a Mark 10 set its cheap and will get through until T5.

And all of which require you to be playing at high tier reputation. Spending precious Marks & Dil for Mk X or even XI reputation ground gear is fruitless, especially if you don't do ground much. The Fleet stuff IS expensive in terms of Fleet Credits and Dilithium.
Yes, the JH Mk XII set costs money too, but you don't have to climb up the TRIBBLE reputation to get it. You don't have to critical resources like FC & Dilithium to acquire it. The Mk XI is free from the missions.
If costs really is a matter, the JH ground set at Mk XI is just fine with its bonuses and is free. Ground PVE is so mindnumbingly simple, that the XI is fine enough.
I use the jem hadar ground set one one toon and mk xii maco on another and fleet gear on the rest. There is no difference in quality that I have noticed, all will suit you just fine.
I would stay away from the weapons and honestly I never use the consoles.
In my opinion its worth it, or at least its better the lobi jem'hadar gun or the new voth cannon and for sure its way better then the whip.
I got it on 2 toons and its nice, since the shield becomes a 10% all ress, like maco shield.
Now of course the omega ground set MK XII its better then the jem'hadar set MK XII, no argue there, but these sets werent ment to compete anyway. As someone else also pointed out, the omega set its locked behind the tier 5 rep, while the jem'hadar set its actually free atm, this month, i mean with the new FE event.
It's not a terribly bad set, but as for the weapons stick with the polaron full auto rifle instead of the pistol or mini-gun. The only thing I wish it had was an additional proc on the weapon besides weapon malfunction.
Considering you have free Lobi from FE event, then yes. It's a decent ground set. And it already includes one good weapon, so it's a better purchase than a few non-set ground weapons.
Not worth enough if you had to open lockboxes for Lobi, but with this FE re-run event? Yup.
Energy whip is a vanity item. Knockbacks are nice, but I'm using melee mostly against Borg and they are adapting to electric whip attacks.
Since you already have access to Omega sets, you may buy Jem'Hadar Mk XII as well.
It's not like you are losing anything, if you don't need space related items from Lobi store.

Dunno if you allready know this, but actually it does have additional proc, or better said it can have. After you do the mission Second Wave you can choose between a few mix of nanoenergy cell wich adds a proc of 10% chance of diferent things. And if you replay the mission you can get some recipes wich will alow you to craft unlimited number of them: http://sto.gamepedia.com/Mission:_Second_Wave. Ignore that it says 5% chance, wiki isnt updated, its now 10% chance.
My favorite is the Kinetic Capacitor, with 10% chance for knockback and some kinetic damage. I gave them to my jem'hadar boff in his device slot and he uses them often, along with ketracel white of course.

Hehe, I should probably use those more often. I use the rifle from that set a lot. Several of my characters use the full set, I don't really like the shield though. It's basically a [Cap][Pha][Dis] shield, and [Pha] and [Dis] kinda stink.
I got the Jem'hadar Mk XII ground set for my female prototype Jem'hadar. The armor doesn't show on her, I don't know if that's because she's female or because she's KDF. Either way, I wouldn't get the Jem'hadar set just for the stats.

While yes those are a device to be used with it, who really wants to have to rely on a device all the time taking up an inventory space on your character? Most weapons especially the VR variety has extra procs already built right in, maybe not as good as 10%, but still built in.
